Description:

Information technology services. Information technology services. The Defence Equipment and Support (‘DE&S'), Technical Director, Quality Safety and Environmental Protection (‘QSEP') team, part of the UK Ministry of Defence (‘MoD') intends to award a Contract to BMT Defence Services Limited (‘BMT') to put in place a formal enabling agreement for the further development of a bespoke safety performance reporting software system (‘ASSERT') for a period of 1 year. BMT designed, developed and implemented the ASSERT software originally and are currently contracted to provide technical support and web hosting until November 2015.

It is considered that this Contract can be placed using the Negotiated Procedure Without Prior Publication of a Contact Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contacts Regulations 2011) for technical reasons. This is because, currently BMT are the only supplier with the expertise, understanding, knowledge, and technical ability to deliver this complex resource within the required time-frame. No provision or amendments of any COTS packages were used. The software is not commercially available elsewhere, and no other customer nor vendor has access to the tool outside of DE&S.
