Planning and construction of an emergency power system with black start capability
eins energie in sachsen GmbH & Co. KG (eins) operates a lignite-fired power plant in the city of Chemnitz for electricity and heat generation. As part of the planned coal phase-out, the Chemnitz Heat Supply Project Team (WV) is implementing the construction of new gas-based motor heating power plants (MHKW) at the North (MHKWN) and Altchemnitz (MHKWA) sites.
In order to be able to act flexibly and safely in emergency situations, the new MHKWs will be equipped with the ability to start black. The planned concept envisages carrying out a grid reconstruction with the Motorheizkraftwerk Nord (MHKWN) in the event of black. The personal requirements required for the black start are to be provided by a stationary emergency power supply system (diesel generator). This unit is also intended to supply two other consumers in the event of black.
The object of the award is the planning and construction of an emergency power system with an output of approx. 1000 kVA with black start functionality.
The start of continuous operation is to take place in quarter 4/2023 at the latest.
The contractor is expected to build the plant on time and on budget as well as in the functionality and quality desired by the Client.
The design of the system is based on the following criteria:
• Delivery of a turnkey stationary emergency power supply system
• High availability, long technical service life, high flexibility and efficiency
• Fuel is non-fossil diesel fuel
• Possibility of resynchronization of the island network
The plant must meet the legal requirements applicable at the site.
The provider must meet the following requirements / services:
• Planning of the emergency power system in coordination with the ag
• Preparation of documents for the building application according to SächsBO
• Execution plans for construction services to be provided by the Client
• Remote control and monitoring of essential components and switchgear
• Production and factory acceptance of the emergency power system
• Installation and commissioning of the emergency power system on site
• Execution of all inspection and maintenance work as well as DGUV V3 tests
• 24-Bereitschaftdienst
The order for the delivery is subject to the granting of subsidies within the framework of the Just Transition Fund (JTF).
