The subject of the contract is the construction and equipping of a system for monitoring and controlling network facilities operated by the Water Supply and Sewerage Company Ltd. in Ruda Śląska (hereinafter: the “System” or the “Monitoring System”).
The purpose of the contract is to create a single, cohesive system enabling visualization, remote control, and analysis of the operation of objects and devices monitored by the Contracting Authority, in particular water pumping stations, water purchase points, pressure reducers, inspection wells, sewage pumping stations, sewage flow meters, retention tanks, storm overflows, and rain gauges, together with the equipping of the dispatcher center.
The contract includes two tasks:
Task no. 1 – implementation of a complete Monitoring System including delivery, installation, commissioning, configuration, and integration of hardware and software, equipping the dispatcher center, training, and documentation;
Task no. 2 – provision of technical support services in full scope after the warranty period for 60 months. The quantitative and functional scope is defined by the Terms of Reference (OPZ).
Regarding user interfaces, the Contracting Authority has taken into account accessibility requirements for persons with disabilities in accordance with Article 100 of the Public Procurement Law. The web interface should meet WCAG 2.1 requirements at level AA, according to the requirements specified in the Terms of Reference (OPZ).
