The subject of procurement is the development, implementation, and integration of a smart traffic solution using digital technologies, aiming to improve traffic management and parking infrastructure of the City.
The subject of procurement includes the establishment of an integrated system consisting of:
field equipment for detecting the occupancy of parking spaces,
communication infrastructure,
central software platform,
user applications and interfaces,
integration with the existing City GIS system through standardized and open interfaces.
The integration with the existing GIS system must enable a unique and centralized display of traffic infrastructure and data in real time, without limiting market competition to a specific technology, manufacturer, or platform.
The field part of the system is based on sensors for detecting the occupancy of parking spaces using magnetic and/or radar technology or equivalent technology that allows functionally equivalent results.
The system must allow:
real-time detection of parking space status,
logging the time of parking space status changes,
automatic alerting in cases of exceeding allowed parking time or unauthorized vehicle retention,
monitoring and management of parking lots,
real-time display of available parking spaces,
navigation of users to available parking locations,
publication of traffic information and public administration announcements,
digital reporting of communal irregularities,
possibility of submitting digital requests and electronic payment of services, if applicable,
possibility of conducting surveys and consultations with citizens.
