Services of the technical equipment according to § 55 HOAI 2021, Conversion and expansion of the Historical Photo Archive of the Rautenstrauch-Joest-Museum, Kulturzentrum am Neumarkt, Cäcilienstraße 29, 50667 Cologne

The cultural centre at Neumarkt, KAN for short, was planned by the architectural firm Schneider und Sendelbach and built by the general contractor ARGE KAN. The opening took place in 2010. It combines two important museums under one roof: the Rautenstrauch-Joest-Museum with cultural assets and artefacts from all over the world and the Museum Schnütgen with art objects from the Middle Ages.

The historical photo archive is part of the Rautenstrauch-Joest-Museum. It comprises over 100,000 objects from the early days of photography to the 1960s and has been unusable since 2010 due to water damage. Due to changed requirements for the photo archive and additional depot space, the previous area of the archive is to be dismantled, expanded and adapted to the current requirements for the storage of such objects.

This planning was provided for cost group 400 and work phases 1 and 2 HOAI by the engineering office GEFA Ingenieure GmbH, which, however, filed for insolvency in 2021 and is no longer available for the further service phases. Now the planning is to be continued and completed by a new engineering office, on the basis of the planning provided so far.

The required services include services in accordance with the attached draft fee contract for plant groups 1-5 and 7+8 in accordance with § 53 HOAI 2021,

1. sewage, water and gas plants,

2. Wärmeversorgunganlagen,

3. ventilation systems,

4. high-voltage systems,

5. Telecommunications and information technology systems,

7. Use-specific systems,

8. building automation,

and the information set out in Appendix 1 to the contract notice. Appendix 1 to this contract notice contains the description of the project/measures, the draft fee contract contains the scope of services and, in addition, the project description.

The commissioning of the services takes place gradually, initially performance phase 3 with "Special performance: induction into the already existing work phases 1 and 2". Optionally, the gradual allocation of work phases 4-9 is planned. There is no right to further commissioning.

The eligible costs for cost group 400 amount to approximately 2,840,000.00 euros (net) according to the cost estimate of 08.12.2020 by the engineering firm GEFA. Due to the drastic increase in the price of manufacturing costs within the last two years, this cost estimate is added to 41.2% via the price index adjustment (source: Destatis). This increases the eligible costs to approximately 4,007,000.00 euros (net).

The start of project processing is planned immediately after conclusion of the contract. The planned contract term is expected to be 60 months.

The contractor must provide his services in such a way that the following deadline can be met:

Completion of performance level 1: 31.10.2024
