The subject of this contract is the collection and management of municipal waste from the commune of Łyse.
The subject of the contract is the collection and management of municipal waste from owners of residential properties located in the Łyse commune and from the Selective Municipal Waste Collection Point in Łysych (so-called PSZOK), in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods and limiting the mass of biodegradable municipal waste sent to landfill in accordance with the provisions of the Act of 13.9.1996 on keeping cleanliness and order in municipalities (i.e. Journal of Laws of 2018, item 1454, as amended), the local waste management plan and the provisions of the draft Regulations for maintaining cleanliness and order in the commune of Łyse.
1. Requirements regarding the forwarding of collected mixed municipal waste, green waste and residues from the sorting of municipal waste intended for storage to regional municipal waste treatment installations;
The contractor is obliged to: hand over the collected mixed municipal waste and biodegradable waste to the regional municipal waste treatment installation indicated in the local waste management plan.
Mixed municipal waste, green waste and bio-waste, as well as sorting residues and residues from the mechanical-biological processing process intended for storage collected from the Łyse commune must be directed first to installations with the status of RIPOK, located closest to the place of waste production. It is only in the absence of free RIPOK processing capacity that the waste may be directed to the installation processing a given type of waste, intended for substitute service for the region indicated in the local waste management plan. Mixed municipal waste can be directed to mobile sieves only if it is not possible to process waste in mechanical-biological treatment installations. In the absence of spare capacity in regional and substitute installations operating in the Eastern region, it is possible to transfer waste to substitute service installations located outside the home region of the Łyse Municipality, designated by the local waste management plan.
All mixed municipal waste (code: 20 03 01) collected from the Łyse commune should be directed to the thermal or mechanical-biological treatment installation, and in the absence of it, to the installation for substitute service of a given region, ensuring waste treatment. The transfer of mixed municipal waste for disposal at the landfill is only possible if there is no possibility of waste management in regional and substitute installations designated for the relevant region, ensuring appropriate waste treatment.
Waste collected selectively collected from the Łyse commune should be sent in accordance with the principle of proximity to regional installations provided for in the local waste management plan to serve the relevant region, which have the option of their proper management or, in the absence of such possibility, they can be directed to other installations processing individual fractions of waste selectively collected.
2. Types of municipal waste collected selectively from property owners;
Municipal waste will be collected at a frequency consistent with the draft Resolution on the manner and scope of rendering services in the field of municipal waste collection. The scope of the subject of the contract includes the collection and management of the following waste:
a) unsorted (mixed) municipal waste (including ash) - twice a month at intervals of at least 2 weeks from each household.
b) municipal waste collected in a selective manner, including the following waste fractions: metal, plastic and multi-material packaging - once a month, glass - once every 3 months from each household whose residents declared selective waste collection.
Inhabitants of the Łyse Commune will deliver to the Selective Municipal Waste Collection Point in Łysych paper and cardboard, paper waste and packaging waste from cardboard as well as biodegradable waste.
The Contractor must collect these wastes from PSZOK upon notification by the Employer:
- paper, paperboard, paper waste and waste wrapped with cardboard up to 220 Mg per year,
- biodegradable waste up to 25 Mg per year. PSZOK is located in Łyse, ul. H. Sienkiewicz, plot No. 93/3, run by the Communal Service Unit in Łysych.

2. Types of municipal waste collected selectively from property owners;
Municipal waste will be collected at a frequency consistent with the draft Resolution on the manner and scope of rendering services in the field of municipal waste collection. The scope of the subject of the contract includes the collection and management of the following waste:
a) unsorted (mixed) municipal waste (including ash) - twice a month at intervals of at least 2 weeks from each household.
b) municipal waste collected in a selective manner, including the following waste fractions: metal, plastic and multi-material packaging - once a month, glass - once every three months from each household whose residents declared selective waste collection.
Inhabitants of the Łyse Commune will deliver to the Selective Municipal Waste Collection Point in Łysych paper and cardboard, paper waste and packaging waste from cardboard as well as biodegradable waste.
The Contractor must collect these wastes from PSZOK upon notification by the Employer:
