Project management contract for the energy renovation of buildings A and B of LAAS-CNRS in Toulouse (phase II)

This consultation is carried out according to a procedure with negotiation in application of articles L. 2124-3 and R. 2124-3 and R. 2161-12 to R. 2161-20, and aims to entrust to a prime contractor set up in joint grouping with an authorized representative, a project management mission for the energy renovation of buildings A and B of LAAS-CNRS in Toulouse.

The estimated cost of the works is estimated at 2,100,000.00 EUR.

The purpose of this consultation is to entrust the project manager with a mission, the constituent elements of which are as follows: Content of the mission elements:

Basic missions:

- Summary preliminary design (APS);

- Final preliminary design (PDA);

- pre-project studies (PRO);

- Assistance for the signing of works contracts (ACT);

- visa compliance examination (VISA);

- Direction of the execution of the works contract (DET);

- Assistance during reception operations (AOR).

Additional missions:

- mission 1: DIAG: Diagnosis;

- mission 2: SYN: Summary: this mission will notably include the establishment of a document exchange platform including exe documents between the MOE, the MOA and the works companies;

- mission 3: CSSI: Fire safety system coordination;

- mission 4: specific studies related to the energy performance and environmental quality approach: Energy saving certification (CEE): it is a question for the MOE of assisting the project owner in the filing of the application 'EWC. The MOE must define the elements of work eligible for the EWC (insulation, exterior joinery, regulation, etc.).

Dynamic thermal simulation: for the MOE, this involves carrying out a thermal and dynamic simulation before the end of the APD phase to verify that the design choices meet the building's energy performance objective.

Air tightness test: for the MOE, this involves assisting the contracting authority in the choice of service providers in order to carry out these tests and to define the operating mode of the tests.

Comparative studies in global cost: the MOE must, when several technical solutions are possible, propose to the client a comparative study of the different technical solutions from the angle of global cost. This analysis will detail the initial investment and the estimated operating, maintenance and maintenance costs over the lifetime and operation of the building. This is to help the client in decision-making.
