Description:
Airport Tunnel B312 – Engineering services for specialist planning Technical equipment

FSG is the operator of the B312 airport tunnel between Filderstadt-Bernhausen and Plieningen. The LRA Esslingen is the road construction carrier.Due to the introduction of the RABT 2006, it was necessary to create an overall safety concept and to carry out a risk analysis. As a result of these investigations, the airport tunnel has an outdated and partly non-RABT or EABT-80/100-compliant structural and operational technology. In order to reduce the risk expectation value to the required level, extensive renewal and upgrading measures must be carried out in the field of electromachinery tunnel equipment. For this purpose, the following engineering services are required for the technical equipment plan according to §55 and §56 HOAI 2013:

Stage I: Cost estimation and decision support for the selection of upgrading measures (LPH 1+2) Stage II: Planning and tendering of upgrading measures (LPH 3-7); Stage III: Construction supervision and property maintenance (LPH 8+9); Construction implementation 2025/2026

The quantitative risk analysis for the airport tunnel B312 was carried out in 21/22. In addition, an extensive inspection and evaluation of the security systems of the airport tunnel B312 ("tunnel inspection") was also carried out by the investigating body in 21/22. As a result of the investigation, the B312 airport tunnel, including existing measures, exceeds the risk expectation value of the reference tunnel.

In order to reduce the risk expectation value of the B312 airport tunnel below the required minimum level, various renewal and upgrading measures were identified in the tunnel inspection and risk analysis reports. The engineering services for the technical equipment plan according to §55 and §56 HOAI 2013 comprise LPH 1 to 9. The specialist plan for technical equipment is put out to tender with the aim of carrying out these renewal and upgrading measures under consideration of the safety-relevant and economic aspects. Based on the results of the quantitative risk analysis, the following packages of measures are to be first verified and then planned and put out to tender:

• Measuresopt. Fig. 1b: Upgrading of tunnel technology to RABT/EABT-compliant electromechanical equipment, Ventilation (from the middle of the tunnel) in the direction of the nearest portal

• Measuresopt. Fig. 3: Upgrading of the tunnel technology to RABT/EABT-compliant electromechanical equipment (option 1), additionally with automatic firefighting system.

The measuresopt. 2 (emergency exit) should not be pursued. In addition, the recommended renewal measures in accordance with Annex B to the Quantitative Risk Analysis shall be verified and subsequently planned and put out to tender. These include:

• Expand emergency call facilities,

• Add video monitoring,

• Install a loudspeaker system,

• Retrofitting of extinguishing water supply,

• Renew illumination including wiring and support system,

• Performance of the ventilation system tests, if necessary renew the system,

• Replace the low-voltage switchgear,

• Renew the tunnel control system,

• Add uninterruptible power supply, etc.

The following asset groups (AGMs) must be taken into account:

ALG 1 Sewage, water or gas plants

ALG 3 Ventilation systems

ALG 4 Starkstromanlagen

ALG 5 Telecommunications or information technology systems

ALG 7.1Use-specific systems (e.g. fire extinguishing systems)

ALG 8 Building Automation

Plang & Assignment. take place in 3 stages. The processing of the 3 stages must be carried out taking into account the partial performance tables for the technical equipment plan with the interim results described below.

Stage I: Concept finding

LPH 1: Grundlagenermittlg

LPH 2: Preplang (project and planning preparation)

Overall result Stage I must be: Cost estimate, schedule and upgrading concept for short-, medium- and long-term measures as a decision-making aid for the selection of effective and approvable upgrading measures, including information on the tunnel closure times necessary for the construction work.

Stage II: Planning and tendering of upgrading measures

LPH 3: Entwurfsplang (System- u. Integrationsplang)

LPH 4: Genehmigungsplang

LPH 5: Ausführungsplang

LPH 6: Preparation of the award

LPH 7: Participation in the award of contracts

Overall result Stage II must be: upgrading program approved by the tunnel authority to reduce the risk expectation value, awarding of the technical equipment to specialist firm/specialist companies taking into account the profitability of the offers with regard to existing and future maintenance contracts.

Stage III: Construction execution and documentation

LPH 8: Object monitoring (construction supervision) and documentation

LPH 9: Objektbetreug (opt.)

The result of LPH 8 must be: defect-free final acceptance of the upgrading measures including release of the tunnel and the tunnel equipment by the tunnel authority (RP Stuttgart); final settlement of construction work; Complete documentation including compliant maintenance plans.
