Description:
The project involves supplying, installing, and integrating measuring technology for electric, heat, and cold meters into a building management system, along with a data storage and visualization server for central data management.

For the project, measuring technology including accessories must be supplied, installed, and integrated into the building management system (BMS). The recorded measurement data must be read and provided centrally on a data storage and visualization server.


LOT-0001
Supply & Installation of Measuring Technology - Electric Meters.
This lot considers the supply of all electrical meter components tendered according to the meter point concept (see service description section 3.3), including any necessary auxiliary systems like converters and power supplies. When selecting the communication technology (i.e., bus systems), the required interfaces must be coordinated with Lot 3. The supplied measuring technology must be installed by the bidder of this lot in the system areas of electrical energy distribution. For the dimensioning of the meters, care must be taken to select the correct measurement range for each measuring point. The temporal resolution of the data recording should be a maximum of 1 minute.


LOT-0002
Supply & Installation of Measuring Technology - Heat and Cold Meters.
This lot considers the supply of all meter components tendered for heat and cold measurement according to the meter point concept (see service description section 3.3), including any necessary auxiliary systems like power supplies, immersion sleeves, and temperature sensors. When selecting the communication technology (i.e., bus systems), the required interfaces must be coordinated with Lot 3. The supplied measuring technology must be installed by the bidder of this lot in the system areas of heat and cold energy distribution. For the dimensioning of the meters, care must be taken to select the correct measurement range for each measuring point. The temporal resolution of the data recording should be a maximum of 5 minutes. Sufficient operational time without additional maintenance and replacement intervals must be ensured, meaning the heat and cold meters must be equipped with their own power supplies.


LOT-0004
Data Storage and Visualization Server.
All data from the meters connected to the BMS will be transferred to a central data storage and visualization server. The bidder must comply with the requirements defined in the service description under section 3.2. The development of the solution for this lot will proceed in close coordination with the contractor for Lot 3, especially regarding the interface API to the BMS and its testing. Implementation of the solution directly on the BMS should be examined during the initial working phase. As part of this lot, the client should also receive an offer for a maintenance contract for the developed data storage and visualization system over 2 years.


LOT-0003
Connection of Measuring Technology to the BMS.
The BMS represents the central data collection and communication platform. The bidder for this lot is responsible for connecting all sensors installed or retrofitted under Lots 1 and 2 to the BMS. This also includes the integration of the necessary bus system hardware. Close communication with the contractors for Lots 1 and 2 is planned. Furthermore, the retrieval of measurement data from the load management system of the electric charging stations as well as from the battery storage system and the existing medium voltage meter in building E1 will be implemented. The data point energy from each meter will be integrated into the databases of the BMS and its displays. The newly added data points do not need to be transferred into the visualizations in system circuit diagrams. Access via plain text names is sufficient. The naming conventions used must be documented comprehensively in the project documentation as a sort of translation list. Requirements for the handover of revision documents can be found in the lower section. Subsequent integration of additional data points from the installed meters by the client must be possible and should be considered in the project from the outset. The collection of plausible data will be verified and logged for all system components. For the optionally selected object by the client for the implementation of a 5G prototype, the measurement data communication to the BMS via Ethernet-TCP/IP will also be implemented. In close coordination with Lot 4, an interface API for retrieving the incoming measurement data from the BMS by an external data storage and visualization server located in the hospital's IT network will be developed and tested in coordination with the contractor for Lot 4.


Requirements for the handover of revision documents:
As-built documents and documentation for building automation/MSR
2 copies digitally on USB stick, in labeled and numbered folders, in pdf format. Plans additionally in dwg format (AutoCAD, plans must be adjusted to the latest CAD guidelines). Documents must also be stored on the planning team server according to plan coding. Folders labeled with:
- Construction project
- Contractor
- Trade
- Folder number
- Year of acceptance/handover

The USB stick structured with subfolders, folders structured with dividers.
Minimum requirements for the content:
- Table of contents,
- Systems/ Function descriptions,
- Operating instructions,
- Maintenance instructions,
- Safety regulations,
- Acceptance protocols,
- Statements from specialized contractors,
- List of subcontractors,
- Measurement / commissioning protocols,
- List of brands and types with contact details,
- Declarations of conformity,
- Product documentation,
- Authorizations,
- Training protocols,
- Plan lists,
- Proof of interference-free 14-day trial operation.

As-built plans as floor plans with correct representation of all system components,
- Plans (M 1:50/1:100, details min 1:20) color plotted with
reinforcement holes of the individual floor plans,
- Circuit diagrams for the entire system including all views, terminal assignments, etc.
- Confirmation of compliance with UVV VBG 4,
- Cable lists,
- Bill of materials for the control cabinet,
- Bill of materials for regulation,
- Bus topology
- Topology fire damper,
- Control schemes with system addresses,
- Information list,
- Printout of all pictures from the subserver,
- Data point lists according to VDI 3814-1,
- List of all preset setpoints.

Software:
All software including source code in editable format must be handed over to the client upon acceptance of the services.
Documentation of the initial inspection VDE 0100-600
The documentation of the initial inspection for the completed electrical installation before initial commissioning according to DIN VDE 0100-600 includes:
- Protective conductor resistance measurement
