Description:
Acquisition of computerized psycho-technical tests.

Brusafe is the regional school for safety, prevention and rescue trades. It is composed of 4 schools (ERIP, CFPB, IFAMU, ERAP) that provide basic and continuing training to actors in the SPS chain, Police, Fire Brigade, paramedics, Urban Prevention Agents.

Within the school, a Recruitment Orientation Center (the COR) is at the service of anyone who wishes to integrate their professions and who wants support in the preparation of the selection tests.

These supports can range from pre-training (a few months of refresher) to individual support targeted to the needs of the person.

To help these future candidates for SPS professions assess their pre-training or support needs, the COR wishes to have computerized tests available online.

These tests, which will serve as a “Diagnosis” for us, must assess the cognitive and general skills of candidates who wish to apply to the Integrated Police or as firefighters within SIAMU.

The challenge is to reduce the failure rate in selection tests by offering candidates the opportunity to prepare for them by developing the skills necessary for the trades and by understanding the challenges of the function.

Access to the selection tests for the position of police officer is not conditioned by diploma requirements, as is the case for the position of firefighter. However, the level of the tests corresponds to a sixth secondary school level of technical education.

Access to the selection tests for the position of police inspector requires a certificate of upper secondary education (CESS).

It should be noted that the tests submitted to police officers and police inspectors are identical in terms of content. However, the evaluation criteria and expectations are revised upwards in the second scenario.

The police selection tests include, among others:

• Cognitive skills test (numerical reasoning, abstract reasoning and information processing)

• Personality test

The CAF firefighter events include, among others:

• Language test (reading comprehension - speed necessary)

• Mathematics test (logical problems)

• Science test (dimension, geometry, electricity, physics)

e.g. conversion exercises (number of liters in m³)

• Logic test (ex: Selor, logical sequences to complete)

• Spatial visualization test

Computerized cognitive ability tests

A battery of computerized tests to measure the potentiality of candidates wishing to pass the selection tests for the positions of police officer, police inspector and firefighter.

Three types of tests are expected:

• Cognitive skills test (The ability to reason abstractly, The ability to handle information; The ability to reason with numbers)

• Mother tongue test (French/Dutch)

• Test of knowledge of a level of the sixth year of Belgian secondary vocational and technical education (basic principles of physics, mechanics and chemistry, basic concepts of construction, electricity,...)

Generalities

The technical specifications requested are described in various points.

Language regimes

The test must imperatively be available in French, Dutch. During the submission of the offer, the proposed test must meet this condition.

Scientific value and standardization

The test must have proven its scientific value in particular in terms of fidelity, construction validity and content validity. Proof of this scientific value must be provided.

In order to pass the test, the candidate must obtain a score greater than or equal to less than one standard deviation below the population mean taken as a reference (t-score 40).

Bidders must propose standards respecting the reference population, in particular according to the level of training.

Clarification must be provided as to:

• At the level of training of the reference population;

• The size and characteristics (gender, language regime, etc.) of the sample on which standardization was carried out;

• Mean and standard deviation for each reference population;

• Standardized scores in t-scores.

Bidders must also provide information on the stages of questionnaire construction and item analysis (difficulty index, discriminating power of items, distribution of scores, etc.)

Processing test results

The processing of the results must be done automatically so that they are immediately available after the test is taken. The results must be presented in the form of standardized scores (stanins and t-scores). Normalized scores (stanines and t-scores) must be presented schematically so that the person in charge of testing can give immediate feedback to the candidate.

A clear and standardized report must be able to be generated by the computer system in order to facilitate the reading and interpretation of the results. Reports must be provided digitally and printable in PDF/Word format in both languages (Dutch, French). They should be readable and understandable for uninitiated people.

The form of the reports must include Brusafe logos.

Only one type of report is sufficient.

Demo

Bidders must provide a link that directs candidates to a demonstration or explanation (with images) of the proposed test in order to allow them to best prepare for the taking of the test.

The installation and implementation of the ICT solution

Tests must be able to be taken online, whether from the candidate's home or from our premises.

For each test session, there must be a period (start date and time as well as end date and time) during which the session is accessible to candidates.

The tenderer will provide an API (application programming interface) allowing access to the data of its computer applications.

This API will be implemented in compliance with market standards such as REST or SOAP.

It will be secured via an authentication system to block unwanted access.

The API will be stable and reliable by ensuring that the integrity of the data of the computer application is protected.

The API will be fully documented (operations, parameters and data schemas) thanks to a “developer guide” for IT staff.

The data that we need to recover is as follows:

Unique login and password generated by the test tool, for each candidate and session;

Data allowing the candidate and the session in which he participated to be identified exclusively;

Standardized scores of candidates (dimensional scores and scores for each sub-dimension or facet): minimum t-score, stanine and z-score. Providing raw scores is a plus;

Individual detailed reports including text but also graphs, diagrams, images, tables; Report intended only for the NRC and not for candidates if remote handover.

Information available in various formats: Word, PDF, Excel;

Each candidate will have a unique identification key and these will be loaded into the system via the API provided by the submitter.

The COR must have a view of all the candidates who have passed the tests. However, it must be possible to add users who have only seen on the candidates that concern them.

Candidates must also be able to take the test on a tablet.

The tenderer will have to inform us of all the adjustments he makes (updates).

Maintenance of the ICT solution

• Preventative Maintenance: Includes updates to make the test work.

• Adaptive maintenance: The offer must give the possibility of adapting the proposed application according to the remarks and particular needs of the COR Service (spelling errors, instructions to be specified,...)

• Corrective interview: The tenderer must propose an effective solution in case of problems during the taking of tests, whether these take place in our buildings or at the candidate's home. The system must be able to recover data in the event of failures, power outages, PC reboot, etc.

The test manager or the candidate can contact the successful tenderer's help-desk by phone or email when he encounters practical problems in order to solve them as quickly as possible and not interrupt the selection process. The tenderer must also describe how the operational continuity of the system is ensured in the event of a failure.

Training for advisors

The specifications provide for an authorized option for training. Training should be provided to NRC staff members.

This training will consist of three components:

1. The presentation and description of the tests;

2. The use of the application for the administration of tests and for the processing of the results;

3. The analysis and interpretation of the results.
