The monitoring program for the Inner Oslofjord is ongoing, where investigations of marine biology and hydrography/hydrochemistry are carried out annually.
The aim of the work is to satisfy the monitoring requirements in the water regulations for the coastal water bodies in the Inner Oslofjord. In addition, the Council for Water and Sewage Technical Cooperation [Fagrådet] would like knowledge that can contribute to implementing the measures in the Comprehensive Action Plan for the Oslo Fjord that the government set forth in March 2021. The aim of this plan is to promote active outdoor life and achieve good environmental conditions in the fjord.
In order to carry out this work, the Council for Water and Sewage Technical Cooperation [Fagrådet] needs a new framework agreement for consultancy services for environmental monitoring of the Inner Oslofjord. A framework agreement will be signed with one tenderer.
The maximum value of the framework agreement is NOK 15,000,000 excluding VAT for a 4 year period.

In addition, the Council for Water and Sewage Technical Cooperation [Fagrådet] would like knowledge that can contribute to implementing the measures in the Comprehensive Action Plan for the Oslo Fjord that the government set forth in March 2021. The aim of this plan is to promote active outdoor life and achieve good environmental conditions in the fjord. The plan focuses on limiting inflows into the fjord.
Through the environmental monitoring program, the Council for Water and Sewage Technical Cooperation [Fagrådet] will, among other things:
• obtain information on nutrient concentrations and algae growth, as well as hydrographic and ecological processes in the fjord
• gain knowledge about development trends in the fjord
• give advice on current improvement measures for treatment plants and the member municipalities
• assess the effects of treatment measures and the possible need for further reduction of inflows
• receive notification and assessment of extreme events (for example, fish deaths, major phytoplankton blooms, etc.)
• contribute data in the Water Environment Database.
The monitoring is being financed by the Council for Water and Sewage Technical Cooperation [Fagrådet]
In order to carry out this work, the Council for Water and Sewage Technical Cooperation [Fagrådet] needs a new framework agreement for consultancy services for environmental monitoring of the Inner Oslofjord. A framework agreement will be signed with one tenderer.
The maximum value of the framework agreement is NOK 15,000,000 excluding VAT, calculated for a 4 year period. The estimate is based on previous figures and anticipated future use according to the contracting authority's best judgement. The concrete call-offs are dependent on the changing needs of the Council for Water and Sewage Technical Cooperation [Fagrådet] during the agreement period. It is emphasized that the framework agreement does not entail any purchase obligation for the Council for Water and Sewage Technical Cooperation [Fagrådet].
