Within the framework of the Country Partnership Program (CPP), the Republic of Guinea has secured financing for the Guinea Commercial Agriculture Development Project (PDACG) with the World Bank Group, to help support the country’s economy in the particular context of fighting COVID-19.

The development objective of the project is to enable private investment for the development of inclusive agricultural commercial value chains in targeted areas.

The PDACG is financed by the International Development Association (IDA) for an amount of one hundred (100) million US dollars and for a duration of implementation of five (5) years.  It focuses on four (4) priority value chains (fonio, fruits, livestock-poultry, cashew) and covers investment corridors Boke-Kamsar and Kindia-Conakry.

The project is structured around five (5) components:

  • Component No.1: Improving access to markets in the targeted areas ;
  • Component No.2: Supporting private investment ;
  • Component No.3: Establishing an enabling environment for commercial agriculture ;
  • Component No.4: Emergency intervention ;
  • Component No.5: Project coordination and management.

The PDACG is executed by the Ministry of Agriculture and Livestock (MAGEL) through a Project Coordination and Execution Unit (UCEP). The UCEP works under the strategic direction of a high-level Interministerial Steering Committee (CIP) and, operationally, under the supervision of a Technical Coordination Committee of the Project (CCTP) chaired by the General Secretariat of the Ministry of Agriculture and Livestock. Several institutional partners and executing agencies also participate in the implementation of the project: these are the Ministries in charge of Environment and Sustainable Development (MEDD); of Trade, Industry and Small and Medium Enterprises (MCIPME); of Territorial Administration and Decentralization (MATD); of Women's Promotion, Childhood and Vulnerable Persons (MPFEPV); of Youth and Sport (MJS); as well as public agencies, NGOs, and other Project executing Agencies such as WFP, FAO, the Guarantee Fund for business loans, etc.

The Environmental Code promulgated by Law L/2019/0034/AN of July 4, 2019 in Guinea establishes the fundamental principles for managing and protecting the environment against all forms of degradation, in order to protect and value the exploitation of natural resources, combat various pollution and nuisances, and improve the living conditions of citizens, while respecting the balance of their relationships with the surrounding environment.

The Order A/2023/1595/MEDD/CAB/SGG of May 5, 2023 relating to the administrative procedure for environmental assessments, determines the Administrative Procedure for Environmental Evaluations (EE) in the Republic of Guinea, the mechanism for publicity of Environmental Evaluation reports, public participation as well as the costs inherent to the environmental procedure in accordance with the provisions of the Environmental Code promulgated by Law L/2019/0034/AN of July 4, 2019.

In view of the projected investments and based on the result of the preliminary assessment, the Guinea Commercial Agriculture Development Project (PDACG) is considered, according to the classification criteria of the World Bank, as a category “A” project, meaning a project that could have large-scale negative impacts on the environment, critical or irreversible affecting large areas and generating the involuntary relocation of affected people.

Seven (7) operational policies of environmental and social safeguards have been triggered, namely:

  1. Operational policy OP4.01 on environmental assessments;
  2. Operational policy OP 4.04 on natural habitats ;
  3. Operational policy OP 4.09 Pest Management;
  4. Operational policy OP 4.11 on physical cultural resources ;
  5. Operational policy OP 4.12 on the involuntary resettlement of displaced persons ;
  6. Operational policy OP 4.36 on forests and
  7. Operational policy OP 7.50 concerning Projects on international waterways OP/BP 7.50.

In accordance with the environmental and social requirements of the World Bank and taking into account Guinean legislation regarding environmental and social assessment, the Government of Guinea has developed for the PDACG under the supervision of the BM, the following instruments :

- An Environmental and Social Management Framework (CGES)

- A Resettlement Policy Framework (CPR)

These two instruments reveal that beyond positive impacts, the project activities will certainly lead to negative environmental and social impacts in the intervention areas, which must be identified/located promptly and for which mitigation and/or compensation measures will need to be established before the works are carried out.

The Project Coordination and Execution Unit (UCEP) is primarily responsible for implementing and monitoring environmental safeguard policies and has within it a senior specialist who manages and oversees the environmental aspects of the Project for several years with the support of the World Bank Environmental Specialist.

However, the complexity and growing scale of Project activities have highlighted the need to strengthen the current team of the Project Coordination and Execution Unit (UCEP).

This was noted during the supervision mission of the PDACG Project by the Bank, from January 20 to 29, 2025, during which the mission noted, among other things, a workload overload on the environmental safeguard specialist related to the high number of E&S instruments to be delivered, and consequently recommended hiring a Consultant to support the environmental safeguard specialist in particular on the quality review of deliverables.

The Project Coordination and Execution Unit (UCEP) is planning to recruit an assistant consultant for environmental safeguards of PDACG.

The Ministry of Agriculture and Livestock, represented by the Guinea Commercial Agriculture Development Project (PDACG), invites individual Consultants to submit their applications in French to provide the services described above.                                                    Interested consultants must provide the following documents: CV, cover letter, references, diplomas, certificates of services rendered, and certificates of additional training.

The criteria for evaluating applications will be :

      I- Education :

  • The consultant must hold a university degree (Bac + 5) in environmental and social sciences, natural resource management or rural development project management.

      II- Experience :

  • The consultant must have at least ten (10) years of experience in environmental and social assessments of projects and programs;
  • The consultant must have proven experience of at least five (05) years in the development and implementation of environmental and social safeguard instruments (CGES, CPRP, PGPP, EIES/NIES, PAR, ...);
  • The consultant must have proven knowledge of national regulations, particularly the environmental and social assessment procedures of the Republic of Guinea;
  • The consultant must have mastery of the environmental and social safeguard policies of the World Bank.

      III- Working language and computer skills :

  • The consultant must have excellent written and verbal ability in French ;
  • The consultant must have a good knowledge of computing and various common software and browsers (Word, Excel, Explorer, Outlook ...).
The eligibility criteria, the establishment of the shortlist, and the selection procedure will be in accordance with the World Bank's guidelines for the selection of individual consultants "Procurement Regulations for Borrowers Seeking IBRD Financing" of the World Bank, February 2025 edition.


The minimum required score for selection is 70 points out of 100. The candidate ranked first with a total score equal to or greater than the aforementioned minimum score will be invited to negotiate a contract. In the case where consultants are tied for first place, the candidate with the highest cumulative number of similar assignments evaluated for the criteria (ii).2 and (ii).3 will be selected.
