The subject of the order is:
a) the purchase of 1 (one) brand new, urban, zero-emission electric bus of MINI class, with a length of 5.5 – 7.5 m, intended for public urban transportation. The delivered bus will be brand new, meaning it will be produced no earlier than 6 (six) months before the deadline set in accordance with point 4 of the SWZ and with a mileage according to the meter not exceeding 500 km.
b) the purchase of 1 (one) brand new, urban, zero-emission electric bus of MIDI class, with a length of 7.5 – 8.8 m, intended for public urban transportation. Each offered bus will be brand new, meaning it will be produced no earlier than 6 (six) months before the deadline set in accordance with point 4 of the SWZ and with a mileage according to the meter not exceeding 500 km.
c) the purchase of a freestanding, dual-range charger of 180 kW (2x90 kW) along with the costs of delivery, installation, and UDT costs.
The description of the subject of the order is included in Appendix No. 3 to the SWZ (technical parameters). The subject of the order includes granting the Ordering Party by the Contractor partial authorization (internal) or authorization for entire vehicles, to carry out operational and repair work on the offered type of vehicle along with training the Ordering Party’s employees in the current maintenance and repair of the bus (electric, mechanical, and bodywork). If the Ordering Party is unable to perform repair work on its own, it will contact the Contractor or the Authorized Service Station indicated by the Contractor for assistance in performing repairs, both during the warranty period and beyond.
The Contractor will conduct comprehensive training for at least 8 drivers, 4 electromechanics, and 2 technical division employees covering:
a) technical service of the bus (electromechanics),
b) familiarization with the bus, daily operating procedures, and driving technique of electric buses based on a test drive (drivers),
c) reporting defects, purchasing spare parts (technical employees).
The training must conclude with a written confirmation issued by the bus manufacturer.
The offered buses must meet all requirements specified by law and norms, in particular:
a) have documents allowing for registration and operation in Poland,
b) meet the requirements specified in the regulations contained in part III of the Act of June 20, 1997 – Traffic Law (consolidated text Journal of Laws 2024, item 1251),
c) meet the requirements specified in the Regulation of the Minister of Infrastructure of December 31, 2002, on the technical conditions for vehicles and the scope of their necessary equipment (consolidated text Journal of Laws 2024, item 502, as amended),
d) must meet the technical parameters and requirements specified by the Ordering Party in point 11.4 of the SWZ.
Before the final technical acceptance of the buses, the Contractor will present to the Ordering Party a Vehicle Type Approval Certificate, issued by a legally authorized body within the meaning of the provisions of the Regulation of the Minister of Infrastructure of August 2, 2023, on vehicle type approval (Journal of Laws, item 1651). Lack of the approval document will result in a refusal to accept the bus.
The warranty and guarantee conditions (counting from the date of acceptance of the bus):
a) warranty and guarantee for the entire bus - minimum 36 months with no mileage limit,
b) warranty on electric storage systems - minimum 84 months, with a minimum number of charging cycles of no less than 3600 without a decrease in energy storage capacity greater than 20%,
c) warranty on the drive engine - minimum 60 months,
d) warranty against corrosion perforation of external panels and the body and chassis structure without the need for additional maintenance during operation - minimum 120 months,
e) warranty on paint coatings - minimum 60 months,
f) warranty on the durability of the structure and skin (fractures of the structure's skeleton and durability of the joints of the body and chassis construction elements) - minimum 120 months,
g) warranty on the availability of all spare parts for the bus, its structure, assemblies, components, devices, etc. – minimum 10 years.
The task is being implemented as part of the project entitled “Hydrogen and electric buses for Konin – Green Energy City” under priority program No. G1.3.2 Zero-emission public transport of the National Recovery and Resilience Plan.
