In order to best develop current and future projects carried out by the City of Vandoeuvre and any other public or private architectural or urban development project, the City wishes to call on the expertise of a consulting architect-urban planner.
The services are divided into 3 phases:
- phase 1: State of play, diagnosis and issues,
- Phase 2: Development of a guide plan
- phase 3: Support for the City, assistance and advisory missions
The market is established in the form of a composite market, namely:
- in the form of a flat-rate contract (ordinary contract) for phases 1 and 2.
- in the form of a purchase order contract pursuant to Articles L2125-1 1°, R. 2162-1 to R. 2162-6, R. 2162-13 and R. 2162-14 of the Public Order Code for phase 3
phase 1 "Inventory, diagnosis and issues": Execution period of 2 months from the notification of the contract.
Phase 2 "Development of a guide plan": Turnaround time of 6 months from the submission of Phase 1 deliverables.
Phase 3 "Accompaniment of the city, Assistance and Advisory Mission": The Framework Agreement is concluded for an initial period of 12 months from the date of notification of the contract. The number of renewal periods is set at 2. The maximum duration of the contract is 3 years.
