The object of the procurement is the procurement of expert services for supervisory tasks for the Arctic Circle Community Centre project, which will be implemented using a cooperative implementation format (project alliance).
The tasks and scope of the assignment as well as a more detailed description of the procurement are set out in the tender documents and the draft contract.
The invitation to tender shall consist of this tender document and the documents annexed thereto.
The estimated start date of the agreement period is August - the turn of September 2023.
The City of Rovaniemi (hereinafter referred to as the "Client") requests your offer for expert services related to the monitoring tasks of the Arctic Circle Community Centre.
The Arctic Circle community centre project is an entity consisting of several parts. The entity to be acquired includes a new building to be built as a community centre, parking and yard areas, as well as an expandable and renovated sports field, i.e. a neighbourhood sports area.
The procurement now being put out to tender excludes a small school to be implemented as a renovation project after the new building.
The call for tenders shall cover the following tasks during the implementation phase of the project:
- construction supervision tasks;
- supervising building services (HVAC) work
- duties of the occupational safety coordinator
- tasks of the moisture management coordinator
- duties of the cleanliness coordinator,

The project will be implemented as a project alliance. The alliance consists of the client and the service providers responsible for planning and implementation (group).
The main implementer of the alliance is NCC Suomi Oy.
This procurement includes expert services for supervisory tasks during the implementation phase of the project and a warranty period of five (5) years.
An alliance is a form of implementation based on a mutual agreement between the key project actors, in which the parties are jointly responsible for planning and implementing the project in a common organization, sharing the benefits and risks of the project with the aim of continuously improving performance.
The alliance model follows the "best for the project" principle, according to which decisions and decisions are always made by optimising the benefit of the entire project. The purpose of this principle is to ensure that the parties share the benefits jointly.
