Description:
ITS maintenance

The subject of the contract is a service consisting in the performance of maintenance and maintenance works of Siemens/Yunex devices related to the traffic management system, i.e. systems and devices located in the traffic control center, Siemens / Yennes signaling controllers, ITS Poznań devices related to ANPR cameras (traffic model), Stella and TEU measuring stations and the Automatic Event Identification System (AID) located in the city of Poznań.

A detailed scope of maintenance works and maintenance activities on traffic lights can be found in the SWZ.

The Contractor's obligations related to the implementation of the service covered by the subject of the contract are described in detail in Annex 2 to the SWZ.

1. At the request of the Contracting Entity, the Contractor shall at any time be obliged to prepare reports on the technical condition of the equipment covered by the contract.

Within the scope of its duties, the Contractor shall cooperate with:

– companies that provide warranty services for devices operating in the ITS Poznań system and traffic lights,

– companies carrying out, on behalf of the Municipal Roads Authority or the city of Poznań, modernization, technical or functional extension of ITS Poznań equipment and traffic lights,

– companies carrying out, on behalf of the Municipal Roads Authority or the city of Poznań, territorial or functional development of the ITS POZNAŃ system and traffic lights,

– companies carrying out, on behalf of the Municipal Roads Authority or the city of Poznań, the extension and/or modernization of the road lane,

− Informatykiem ITS.

Within the scope of its duties, the Contractor must, in the event of a change of Internet provider by the Ordering Party, reconfigure all necessary devices for the proper operation of the System. Time to change the parameters:

− 1 day for control devices and devices responsible for the implementation of control strategies (servers, measuring stations, controllers, etc.)

− 7 days in the case of controllers connected to the system on the basis of monitoring (no active data exchange with traffic control servers).

Changing the Internet provider may occur 1 time during the term of the contract.

2. Troubleshooting

The Contractor is obliged to be available 24/7 in order to immediately remove disturbances and failures of a given management system and traffic lights, in particular those that threaten road safety. In the event of failures, the Contractor shall notify the relevant services of ZDM Poznań about their occurrence, and in the event of a power failure of the relevant Electricity Operator.

The Contractor is obliged to take steps to remove the equipment failure immediately from its occurrence or to obtain a notification of its occurrence.

Removal of the failure should take place in time:

- not more than 4 hours if it concerns a damaged control system,

– not longer than 4 hours in the event of failure of the Traffic Management Centre equipment,

– not longer than 2 hours in the event of failure of intersections that are critical intersections for a given subarea of the system and cause the inability to perform coordination functions in a given ITS Poznań sub-area,

− no more than 4 hours in case of failure of Scala, Sitraffic Office management applications

− no more than 12 hours in the event of failure of the traffic model devices (ANPR),

− not longer than 12 hours in the event of failure of VMS devices (light signs),

− not longer than 24 hours in the event of failure of measuring stations (Stella, TEU), active wired and wireless communication devices.

Each time the time for removing the failure is counted from the moment of disclosure of the failure by the Contractor as a result of ongoing control and supervision activities or from the moment of reporting the failure by the Ordering Party or third parties.
