The object of the contract is the supply of equipment and the development of applications for the creation of a Smart City, focusing on people and the environment, where sustainable mobility is achieved for all residents and visitors of the Municipality, and the optimal energy performance of its infrastructure, with the aim of reducing its environmental footprint. Furthermore, the goal of the Municipality's Digital Strategy is to create a comprehensive framework for the provision of high-quality services to all in various fields (e.g., entrepreneurship, consumer service, and local economic development, etc.), as well as to create a high quality of life in an environment of open, transparent processes that protects residents, the environment, and entrepreneurship while continuously enhancing its digital identity. Specifically, as part of the development of actions and applications for the digital transformation of the Municipality of Ierapetra, the following will be implemented:
1) Supply and installation of smart pedestrian crossings and disability-friendly structures.
2) Connection of new technology lamps to a central management computing center.
3) Organization of a traffic office and management of the municipal vehicle fleet.
4) Smart energy management systems for municipal and school buildings.
5) Smart city/municipality guide with local business registration.
6) Centralized unified platform for managing and collecting data from the digital transformation actions of Local Authorities.
Bids are submitted separately for each section of this notice, and it is allowed to submit bids for more than one or for all Sections. The maximum number of sections that can be awarded to a bidder is set at six (6).

LOT-0001
SECTION 1
Supply and installation of smart pedestrian crossings and disability-friendly structures.
The proposed system will ensure the safe passage of pedestrians and individuals with disabilities through the automatic detection of pedestrian presence and automatic light signaling of the crossing where feasible. The proposed system is expected to be implemented on fifteen (15) crossings.

SECTION 2
Connection of new technology lamps to a central management computing center.
The proposed connection of lamps will be made through the supply of an integration platform. Specifically, the platform concerns the supply and installation of a complete tele-control and management system for either smart new technology lamps or older-type lamps already installed by the Municipality, with the possibility of adding and managing future installations. The project includes the installation of telemetering equipment on each LED light (smart lamps) or on each pillar (older technology lamps) to ensure remote control capability.

SECTION 3
Organization of a traffic office and management of the municipal vehicle fleet.
This action involves the development of a platform for monitoring and managing the entire fleet of vehicles of the municipality, with the installation of modern telematics units and screens inside each vehicle and a connection to central management software. Using the platform, real-time tracking of vehicle movements and routes undertaken, monitoring adherence to schedules and execution of routes, as well as significant fuel savings, will be achieved. The proposed project will include management of the county's vehicle registry. Specifically, it includes the supply of twenty (20) telematics devices for an equal number of municipal vehicles and the supply of six (6) mobile tablet devices for waste collection vehicles.

Smart energy management systems for municipal and school buildings.
This action concerns the supply of a complete energy consumption management system in public infrastructures and buildings. The proposed project includes the installation of the system in six (6) buildings of the Municipality.

SECTION 5
Smart city/municipality guide with local business registration.
The proposed action concerns the creation of a platform - a central information and communication point for local businesses with the Municipality where the profile of all businesses will be recorded in the Municipality's services while businesses present either briefly or in detail their products and services with periodic updates.

SECTION 6
Centralized unified platform for managing and collecting data from the digital transformation actions of Local Authorities.
This action concerns the development of a complete platform for managing and collecting data for all data of the modern city. The collection and analysis of data will be carried out to extract knowledge for combined decision-making, based on governance indicators. The platform will collect data and manage operations from individual smart applications and provide services to citizens, businesses, and municipal officials.
