The tender concerns a turnkey contract for the establishment of a heating plant in Vallekilde-Hørve with a heat pump and electric boiler.

The heating plant is expected to be established on land north of Danish Agro in Hørve, on bare field. In connection with the contract, an area will be designated for construction site on the site.

The heat pump system is estimated at a total power of 4.6 MW and the electric boiler at approx. 8 MW heat. Plants must be established in an imputed building and connected to a new district heating network.

Heat pump power is expected to be established with outdoor air recorders. The tender documents describe a technically indicative solution for this.

The client has not made any choice of refrigerant and compresses technology for heat pump systems.

The electric boiler system at 10kV level, has the purpose of peak and spare load as well as regulating power output. The tender documents describe a technically indicative solution for this.

In addition, the tender includes an option to establish a gas-fired generator plant and associated building. 3,000 kW of thermal power is expected to be available.

For the present tender, the client has a number of client supplies, including access road, accumulation tank and electricity supply. The establishment of a new district heating network is underway in the second contract.

The construction phase is expected to start in early 2024 and be completed in Q4 2024. The first heat for the district heating network is expected in Q4 2024.

The most economically optimal plant must be offered, seen over a 15-year period. Thus, the offer evaluation will focus on the balance between price and quality.

The form of the tender is a negotiated procedure in accordance with the Utilities Directive. All parts of the offer will be subject to negotiation.

When assessing the tenders, the Client uses the evaluation model: Commission model. The task is awarded to the tender that has the best price-quality ratio. A minimum level of quality is set for the tenders, which is why the offer must achieve at least 60% points out of the maximum possible for quality.
