The purpose of the Tender is to conclude a Framework Agreement with a number of service providers per lot in the field of Procurement Services & Contract and Supplier Management.
The Contract currently being put out to tender consists of 3 main parts, namely:
Lot 1. Purchasing services (Hiring);
Lot 2. Procurement services (Result);
Lot 3. Contract and Supplier Management (Hiring / Result).
More information about the above three main parts can be found in paragraph 2.2 of the Descriptive document.
The intention is that these Framework Agreements will take effect on September 17, 2021 for an initial period of two (2) years and can be extended by the Client up to two (2) times for a maximum period of one (1) year at a time.
Lot 1- Procurement Services (Hire)Assignments based on a best efforts obligation, including for:
1. The ordering function, ordering, monitoring, invoice processing and aftercare;
2. Specifying needs, selecting and contracting suppliers through, among other things:
a. Single requests;
b. Multiple private inquiries;
c. (complex) mini competitions;
d. All European / national and other procurement procedures in accordance with the Procurement Act;
3. Legal advice in the field of purchasing, contracts and procurement law, except legal services regarding representation in law and advice in preparation for legal proceedings;
4. Innovative purchasing processes / issues;
5. Drawing up a purchasing policy (plan) including purchasing objectives;
6. Professionalizing purchasing (including MSU + audit);
7. Preparing a purchasing analysis;
8. Innovating purchasing processes;
9. Providing a sourcing strategy.
Lot 2 - Procurement Services (Result)Assignments, based on a result obligation, for:
1. The ordering function, ordering, monitoring, invoice processing and aftercare;
2. Specifying needs, selecting and contracting suppliers through, among other things:
a. Single requests;
b. Multiple private inquiries;
c. (complex) mini competitions;
d. All European / national and other procurement procedures in accordance with the Procurement Act;
3. Legal advice in the field of purchasing, contracts and procurement law, except legal services regarding representation in law and advice in preparation for legal proceedings;
4. Innovative purchasing processes / issues;
5. Purchasing policy (plan) including purchasing objectives;
6. Professionalizing purchasing (including MSU + audit with reports and findings);
7. Preparing a purchasing analysis with reports and findings;
8. Innovating purchasing processes;
9. Providing a sourcing strategy.
Lot 3. Contract and Supplier Management (Hiring / Result)Assignments, both based on an effort and a result obligation, include for:
a. Drawing up (frameworks for) contract and supplier management;
b. Performing contract and supplier management including:
• Improve contract management processes;
• Managing, administering, measuring, assessing and evaluating supplier relationships / performance;
• Drawing up (custom) contracts (determination of responsibilities, liabilities, service levels);
• Implementing (complex and / or extensive) agreements.
