Berlin Tourismus & Kongress GmbH regularly publishes content (e.g. infographics, films, banners, advertisements, presentations, etc.) that serve to promote and market Berlin as a destination. In the future, the redesign and updating of this content to handle day-to-day business will be carried out in close cooperation with a contractor who is to be awarded under a framework agreement.
Some of the content appears in a certain rhythm and only needs to be updated, others have to be redesigned and redesigned.
The contractor has to provide services of conception, production, post-processing and project management for the following advertising media, among others:
1. Infographics
2. Films (production of film material, explanatory films)
3. Animated Slideshows
4. other visual content such as (animated and/or low-barrier) graphics, banners, advertisements, etc.
5. Power Point slides (based on the existing PP master from visitBerlin)
6. Copywriting
During the service period, the client will call off the orders on the basis of the contractor's offer by individual call-off. The processing must be carried out appropriately for the respective format or for several formats, such as online, mobile, social media, blogs, print media.
The client operates the following communication channels, among others, within the framework of which visual content is played:

- In addition, the content is played out, e.g. in on/offline channels by external service providers/partners.
If the client assigns an order to the contractor, the contractor is obliged to perform the services under the agreed conditions, unless the services are not related to the order in question or .dem range of services of the contractor.
If necessary, the contractor has to provide additional services, which are to be remunerated separately. For the additional services, the contractor must specify an hourly rate.
The contractor is not entitled to exclusive cooperation. The client is therefore free to commission third parties to create visual content in addition to the contractor.
Rather, the scope of services is not specified both in terms of the scope of updates and in terms of redesigns.
The client assumes a total budget for Medieninvest during the term of the contract, including an extension option, of approx. EUR 1,600,000 net. However, this amount can also be exceeded.
A net budget of approx. EUR 400,000 per contract year is earmarked for media investment. However, the client can change the distribution of the budget over the contract years at will. The client does not guarantee a minimum budget for media investment. The contractor has no claim to retrieval of the specified media investment. It is also possible that the client does not call up a specific order at all during the term of the contract.
For all orders, the contractor must prepare separate, binding offers with prices based on the submitted price sheet. Billing is project-related according to the offer. The contractor shall receive the remuneration defined in the respective price sheet for his services.
The contractor is not entitled to an exclusive collaboration. The client is therefore free to commission third parties in addition to the contractor. Furthermore, there is no acceptance obligation for the implementation of the measures designed by the agency. Third parties can be commissioned to implement the measures.
After completion of the project, the contractor sends the invoice for the services actually provided.
Invoicing is based on approved offers for the current campaigns and projects. For budgetary reasons, the last invoice for a current calendar year must be submitted by 30 November of the current year. Campaigns or projects covering the month of December must also be invoiced in the form of an advance invoice by 30 November of the current year.
Fixed price offer
The prices and/or commissions in the offer are fixed prices/values for the term of the contract (including renewal options).

The contract shall be awarded to the most economical tender in accordance with the following criteria:
1st prize 40 %
2. Umsetzungskonzept 60 %
The scoring of the prize results from the price scoring matrix.
The evaluation of the implementation concept is based on the evaluation matrix implementation concept.

In the course of the call for proposals, an implementation concept for an animated explanatory film is to be developed as well as an implementation concept with exemplary price calculation for advertising motifs on the topic of "Sustainable Partner Program". (The exemplary price calculation must refer to the hourly rates stated in the price sheet. The respective working hours must also be shown in the exemplary calculation). A concept and a storyboard of your creative idea must be submitted according to the task, which you take from the attachment task.
If no implementation concept and/or no exemplary price calculation is submitted, the offer cannot be evaluated.
Information in the price sheet and additional information provided by the bidder:
1. General agency fee rates (list) with the information/daily rates:

d. Hourly rate: Design/ Graphics
e. Hourly rate for filming/directing
f. Hourly rate: post-production/montage/editing

As a reward for participation in the pitch, visitBerlin will pay a one-time expense allowance for the preparation and submission of a complete offer on time that meets all of the above requirements. EUR 20,000.00 net will be made available for this purpose, which is divided among the number of bidders who submit a valuable offer. The fee per bidder can be a maximum of EUR 5,000.00 net. No expense allowance will be paid to the successful bidder.
