The city of Maintal plans to introduce a document management system (DMS) to optimize its administrative processes from the second half of 2023.
The object of the award is the creation of an overall system and the achievement of operational readiness. This includes in particular the provision of standard software on a permanent basis as well as integration and services associated with the implementation, such as e.g. support in the conception, setup of the software, documentation, training, maintenance, maintenance and support.
General requirements for the offered strain gauge solution
User interfaces, user documentation including administration manuals and user help are available in German for all offered software components.
The DMS Standard Client provides all of the following functions to support accessibility:
• Font size adjustment
• Adjust contrasts between font and background
• Unique window or page titles
• Keyboard control of functions
• Call the functions via shortcuts
• Integrated help functions / integrated user manual
The DMS has functions for managing individual file plans or standard file plans (e.g. KGST file plans).
The DMS has functions for sorting out files, processes and documents whose retention period has expired.
The DMS provides a standard function for the mass export of documents and the associated metadata from all existing documents.
The DMS has a rendering function that enables system-supported conversion of documents into PDF and PDF/A.

The tenderer shall provide for all components of the proposed solution throughout the
German-speaking support (mother tongue or knowledge of German at level C2 according to the criteria of the Common European Framework of Reference for Languages) at all professional and technical communication levels.
The support of the bidder is available for all components of the offered solution at least on working days in Hesse between 08:30 and 16:30 (CET).
A direct contact with the support via e-mail and telephone is possible at any time during the mentioned period.
The response time of the bidder for support requests for all components of the offered solution with the highest priority (defect preventing operation) is a maximum of 4 hours.
