The subject of the order is the collection and management of municipal waste from residential properties located in the Wiskitki commune, indicated in the description of the subject of the order, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods, and reduction of the mass of biodegradable municipal waste sent for storage. A detailed description of the subject of the contract is contained in the Specification of Essential Terms of the Contract (SIWZ) with attachments.

The subject of the contract is the collection and management of municipal waste from residential properties located in the Wiskitki commune, indicated in the description of the subject of the order, in a manner ensuring achievement of appropriate levels of recycling, preparation for re-use and recovery by other methods, and reduction of the mass of biodegradable municipal waste sent for storage, in accordance with with the provisions of the Act of 13.9.1996 on keeping cleanliness and order

In communes, Resolution No. 3/19 of the Mazowieckie Voivodeship Assembly of 22.1.2019 on the adoption of the Waste Management Plan for the Mazowieckie Voivodeship 2024 (PGO WM 2024) and Resolution No. 4/19 on the implementation of the Waste Management Plan for the Mazowieckie Voivodeship 2024 a also resolutions no. 53 / XXXVII / 17 of the Wiskitki Commune Council of 28/11/2017 regarding the adoption of the regulations for maintaining cleanliness and order in the commune of Wiskitki and resolution No 41 / XXXV / 17 of the Wiskitki Commune Council of 20/09/2017 on establishing a detailed method and scope of providing services in the field of collecting municipal waste from property owners and managing this waste in return for the municipal waste management fee paid by the property owner

1.Data about the Wiskitki commune:

a) Rural commune, area Żrardowski, voivodeship ON;

b) The commune is located in the southwestern part of the Mazowieckie Voivodeship. It borders with the city of Żyrardów and the municipalities of: Puszcza Mariańska, Bolimów, Nowa Sucha, Teresin, Baranów, Jaktorów and Radziejowice;

c) The Wiskitki commune has 148.7 km of roads in its area. In particular, the A2 highway with a collision-free exit connecting the Żyrardów bypass and the highway - "Wiskitki junction", national road No. 50 (Sochaczew - Grójec), voivodship road No. 719 (Warsaw - Skierniewice), poviat and commune roads run through its area;

d) the commune's area is 15 094 ha;

e) the population is 9,140 (according to declarations made).

2. Scope of the contract:

a) the estimated number of inhabited real estates from which municipal waste will be collected in the Wiskitki commune is 2,980 real estates, including: multi-family buildings: 26, single-family buildings 2,954;

b) the expected number of serviced residents of the Wiskitki commune is 9,130. During the service it is possible to change addresses and the number of serviced real estate as well as the number of inhabitants. The changes may concern both the decrease and the increase in the number of real estate and the number of inhabitants. These changes will not affect the amount of the contractor's remuneration, unless the number of inhabitants of the commune or the number of built-up real estate increases or decreases by more than 5% in relation to the initial number of inhabitants and the number of real estate given in this ToR;

c) the estimated amount of waste to be collected, transported and developed from inhabited real estate is approx. 2500 Mg / 12 months;

d) the amount of generated waste in the commune of Wiskitki is not dependent on the contracting authority;

e) 98.5% of residents declare a selective way of collecting municipal waste.

3. The Contractor shall perform the contract in accordance with the currently applicable provisions in the scope covering the subject of the contract, in particular in accordance with the Act of 14.12.2012 on waste and the Act of 13.9.1996 on maintaining cleanliness and order in municipalities in accordance with the acts implementing these laws, including changes to these provisions, including must meet all the requirements set out in the Regulation of the Minister of the Environment of 11.1.2013 on detailed requirements for the collection of municipal waste from property owners.

4 The Awarding Entity specifies the requirements referred to in art. 29 paragraph 3a of the Act.
