According to Article 6 of Regulation (EU) 952/2013 of the European Parliament and of the Council establishing the Union Customs Code, all information exchanges between customs authorities, as well as between operators and customs authorities, must take place using electronic data processing procedures for the storage of relevant data. Since 2009, the development of the New Computerized Transit System (NCTS) has been ongoing under external development contracts available with minor interruptions. The Union Customs Code Work Program and the multi-annual strategic plan specify significant IT developments for the member states. Many of these tasks have already been completed or are in progress, but the development of NCTS Phase 6 must also be completed in the upcoming period. The contracting authority intends to procure two types of services based on the requirements arising from EU specifications and the fulfillment of national needs: - development services (according to points 5.4-5.6 of the technical specification (ML)), - general support services (according to points 5.1-5.4 and 5.6 of the ML). The contracting authority draws attention to the provisions in § 46 (3) and (5) of Government Decree 321/2015. If the clear and understandable definition of the subject of the procurement necessitated a reference to a specific manufactured product, origin, type of object, procedure, activity, person, patent, or trademark, the mention was made solely for the purpose of clearly defining the subject matter, and the phrase "or equivalent" shall always be understood to apply.

Development of NCTS and other customs professional systems (NCTS 6).
For the fulfillment of the requirements arising from EU specifications and national needs, the contracting authority intends to procure two types of services: - development services (according to points 5.4-5.6 of the technical specification (ML)), - general support services (according to points 5.1-5.4 and 5.6 of the ML). Testing tasks according to point 5.4 of the ML and documentation tasks according to point 5.6.3 of the ML are related to both the development services according to point 5.5 of the ML and the corrective software maintenance services according to point 5.1. Development service: changes to IT systems that the Contractor undertakes as development activities according to the order of the Customer due to changes in regulations or specifications, or to meet new user requirements, including testing and documentation of the development. General support: encompasses the operation of Helpdesk services, the issuance of corrective software maintenance, conducting related tests, and issuing documentation regarding corrections by the Contractor, as well as educational and knowledge transfer activities. Procurement quantity breakdown according to the tasks to be performed: 1. Implementation of NCTS 6 “opt-out” operation based on the specifications issued by the European Commission, building on the current NCTS 5 operation of NAV, further developing it. 2. NCTS – CERTEX system connection and business process development. 3. Development service: 2250 person-days, which can be used for individually specified tasks in the work orders within a period of 3 years from the entry into force of the contract or until the exhaustion of the development person-day framework. The contracting authority commits to a call-off obligation of 40% of the above quantity (900 person-days) (fixed part), while the remaining 60% (1350 person-days) is considered a quantity not subject to call-off obligation. The contracting authority is not obligated to call off the quantity not subject to call-off obligation, and the winning bidder is not entitled to any compensation for the failure to call off this quantity in whole or in part. 4. Support service: 4.1. Duration of 3 years from the entry into force of the contract - support for the ERMIS base system developed based on the EU specifications - with respect to the support of adapters developed according to national needs. 4.2. Duration of 1 year (fixed) + 3 months (optional) from the entry into force of the contract - regarding MCC and GMS applications, as well as applications that enable NCTS 4 and EMCS communication (CCN Adapter, App2App Adapter, ECN Emulator). The client commits to a call-off obligation of 1 year for point 2 (fixed part), while the remaining 3 months is considered a quantity not subject to call-off obligation. The client is not obligated to call off the quantity not subject to call-off obligation, and the bidder is not entitled to any compensation for the failure to call off this quantity in whole or in part. *** Operating environment: 1. The CCN/CSI network: The information exchange between individual national customs directorates, as well as between national customs directorates and DG-TAXUD, takes place through a closed and secure trans-European network (CCN/CSI) that provides the following functions: • CSI API based synchronous services; • CSI API based asynchronous services; • HTTP(S) services; • email services (SMTP, pop3, IMAP); • security services; • limited presentation services; • statistical and monitoring services. 2. Technical environment: The running environment should be based on the following technological foundations compatible with the development framework established at NAV: • SuSE BCI (base image) • Docker (container isolation) • RKE2 Kubernetes v1.28+ (container orchestration) • Helm Chart • PostgreSQL 15.x Affected systems: - Transit system (NCTS Phase 5 and 6): New Computerized Transit System – NCTS: The system is based on the electronic transmission of transit data between national customs directorates, which occurs in parallel with or prior to the movement of goods. The transit declaration received by the exporter customs office is sent via XML message to the destination customs office, and as needed to the customs office where the goods are cleared, which uses these data as the basis for all further checks; - Old transit system (NCTS Phase 4); - Excise system (EMCS). Requirements regarding affected systems: Technical Requirements: Microservice: The basic components of the system should be implemented as microservices, which should always be launched in 2 or more instances. Requirements regarding the affected services: Corrective software maintenance; helpdesk; handling and processing of error reports; testing; development service (Change Management); product release; training, workshop, practical demonstration, consulting, and coordination. EDIFACT: Electronic Data Interchange For Administration, Commerce and Transport (i.e., electronic data exchange for administration, commerce, and transport). This is one of the international standards for EDI (Electronic Data Interchange). The EU previously used EDIFACT messages for information exchange in customs procedures, and recently XML-based messages have emerged. XML: eXtensible Mark-up Language.
