Delivery of liquid and granular surface de-icing agent for the flight operating areas of the airports Düsseldorf (DUS), Stuttgart (STR), Karlsruhe/Baden-Baden (FKB), Hamburg (HAM) and Munich (MUC) for the period 01.10.2022 up to and including 30.9.2023 with the option to extend the term four times by another year (analogous to the aforementioned period).
The quantities given for each individual lot are to be understood as estimates, as they are based on past consumption values. There is no obligation to purchase the specified quantities.
Since the demand depends on the weather, the client cannot define a limit to a maximum quantity per winter season.
Liquid surface de-icing agent for DUS, STR, FKB and HAM airportsDelivery of approx. 2,810 t of liquid surface de-icing agent for the flight operating areas per season, potassium formate-based (triazole-free) with at least 50 % active ingredient content, approved and combinable with the de-icing agent according to Lot 2, as well as with the currently used liquid de-icing agent "Pergrip Run KF" from Perstorp and "Clearway F1" from Eastman.
Approx.
— 1,250 t to Düsseldorf Airport (DUS),
- 700 t to Stuttgart Airport (STR),
- 200 t on the Baden Airpark (FKB) and,
- 660 t to Hamburg Airport (HAM).
Grained surface de-icing agent for STR and HAM airportsDelivery of approx. 430 t of grained de-icing agent per season based on sodium formate (triazole-free), approved and combinable with de-icing agent according to lot 1, as well as with the currently used, solid de-icing agent "Pergrip Run NF" of the company Perstorp and "Pro Melter" of the company SP Automotive.
Approximately:
— 300 tonnes to Stuttgart Airport (STR), and
- 130 t to Hamburg Airport (HAM).
Liquid de-icing agent for the flight operations areas at Munich AirportDelivery of approx. 2,800 t of liquid de-icing agent based on potassium formate (triazole-free), approved by the Bavarian State Office for the Environment (LfU) for use at Munich Airport and can be combined with the de-icing agent according to Lot 4, as well as with the currently used liquid de-icing agent "Pergrip Run KF" from Perstorp and "Clearway F1" from Eastman.
For reasons of water law, according to the current plan approval decision for Munich Airport, only approved de-icing agents may be used on the premises of Munich Airport and require approval by the Aviation Office South Bavaria (LAS) after the corresponding approval (positive individual case assessment) by the LfU.
Area de-icing agents not (yet) approved by the LAS can only be taken into account for the advertised period in accordance with Section II.2.7) of the notice if the approval is proven by the contractor in good time (see Section III.1.3) Eligibility criteria).
A sufficient processing time of at least 8 weeks for the client and the authorities involved must be taken into account after the application is submitted.
Only the client can apply to the LAS for (initial) approval of a new de-icing agent.
Requirements for the application are:
1. an informal letter from the applicant / bidder on the application for admission (e.g. by e-mail), which the client will receive in good time,
2. a sample of the de-icing agent to be approved including technical data sheet and 3.) that the effectiveness of the de-icing agent can be tested by the client under real conditions in the winter season.
Only after a positive test result has been established will the client be able to submit an application for approval to the LAS.
This means that an area de-icing agent that has not (yet) been approved - due to the efficacy test - can only be considered/offered for a period downstream of the current call for tenders.
For area de-icing agents already approved by the LAS, applicants / bidders must submit the current formulation of the de-icing agent intended for the offer to the LfU. Evidence must be provided that the current formulation of the surface de-icing agent that has already been approved corresponds to the formulation submitted when it was first approved.
The contractor must provide evidence of the renewed confirmation of approval from the LfU in good time (see Section III 1.3 Eligibility Criteria).
