The contract aims to establish a support mechanism providing services to the ECC-Net, in order to improve the impact of its collective work notably by increasing its visibility and developing quality standards.

The execution of the tasks is divided in 3 phases:

— the first phase with a duration of 12 months,

— the second phase with a duration of 12 months,

— the third phase with a duration of 13 months.

In each of the 3 phases, the following work packages are to be performed:

I. Develop and monitor a plan to increase the visibility and accessibility of ECC websites and activities (especially on-line and via mobile technologies).

II. Development of the European level communication tools to raise awareness on the ECC-Net.

III. Support for EU wide or EU level campaigns, involving ECCs.

IV. Assistance to better communicate the results of the Joint projects.

V. Assistance to the creation, implementation and monitoring of a quality charter.

VI. Supplementary work on quality.

The contractor will be authorised to continue the execution of the tasks in the second and the third phase only with written consent of the contracting authority at the end of the preceding phase on the condition that the necessary funding is available from the Union's budget.

The duration of the tasks covering the 3 phases shall not exceed 37 months.
