Stockport Council (the ‘Council’) has a statutory duty, provided by Section 50 of the Local Government (Miscellaneous Provisions) Act 1976, to ensure that all private hire vehicles(‘PHV’) and hackney carriage vehicles (‘HCV’) that operate within the local authorities boundaries undergo regular mechanical and bodywork compliance checks to ensure their suitability to be used as ‘taxis’ licensed by the Council.
The test consists of a Class IV MOT test as specified by the Vehicle and Operator Services Agency (‘DVSA’), and Section 48 (of the same Act) compliance checks as specified by the Council. The combined test shall be referred to as the ‘HCV/ PHV Compliance Test’, ‘Test’ or ‘Partial Re-test’, in the tender documents.
