Subject of the call for tenders are services of the project management "Performance profile project management" according to AHO issue no. 9 (March 2020) § 2 for the project Neues Haus Entegast, Schopfheim-Wiechs.

The in-house company Heime of the district of Lörrachs is planning to build a new specialist care facility on the district's own existing area of the Markus Pflüger Centre in Schopfheim–Wiechs (see aerial photo/cadastral plan). The third location of the in-house operation Heime is to become a new home for 90 people in need of care with challenging behaviors. The existing House Entegast and the cafeteria will be demolished. The demolition volume amounts to approximately 33,000 m2, the estimated demolition costs amount to a rounded € 2 million.

Instead of the two buildings, one or more new buildings for six residential groups as well as assigned uses are to be built for different target groups. The living area covers approximately a gross floor area of 4,500 m2. The living areas are supplemented with rooms for the day structure with sheltered workshops, meeting café and therapy areas for residents as well as for external clients and visitors. In addition, offices with about 24 workstations for administration and the necessary ancillary facilities for housekeeping and technology are to be built.

In conjunction with the "New House Entegast", the canteen kitchen (usable area approx. 700 m2) and the scan centre (usable area approx. 200 m2) are also to be redesigned.

The new specialist care facility is intended to serve as a role model in terms of architectural quality and sustainability aspects and to create a high quality of life for all. In addition, references to the surrounding use (including the surrounding villa) as well as complex requirements for the internal and external development of the area must be taken into account. Particular attention is also paid to the design of the open areas of the facility.

The approximately 35 parking spaces for the facility are to be mostly built underground in an underground car park or proven. Furthermore, about 35 weather-protected bicycle parking spaces (also for e-bikes) and about 2 car-sharing parking spaces for electric cars are to be planned.

In the medium-term investment planning, a rounded approach of € 25 million gross (KG 300 – 600) was provided for implementation in the budget.

For the project area (see aerial photo/cadastral plan), an architectural competition according to RPW 2013 will be held as part of a VgV procedure. The processing phase of the competition will be approx. Start at the end of November 2022. The jury is expected to meet at the end of March / beginning of April 2023, at which the project controller will be involved in the preliminary planning as a specialist consultant at an early stage.

The services to be awarded are based on the "Performance Profile Project Management" according to §2 AHO Issue No. 9 (March 2020) Project Management in the Construction and Real Estate Industry, (Stand. March 2020).

Parts of project levels 1 and 2 as well as project levels 3 to 5 with areas of action A to E are to be commissioned.

The scope of the project management services to be commissioned, taking into account services already provided / self-procurement of the AG, is 91.5% according to AHO 2020.

As a special service, the support of VgV procedures for the following planning services should be commissioned:

• Services of building planning according to HOAI • Services of structural design according to HOAI • Services of planning Technical equipment HLS according to HOAI • Services of planning Technical equipment ELT according to HOAI A two-stage negotiation procedure with public participation competition and negotiation phase §§ 14, 17 VgV is carried out. The two-stage procedure includes the public participation competition (1st stage: selection phase) and the negotiation phase (2nd stage: submission of tenders and negotiation discussions).
