In connection with the development of Bybanen the contracting authority may need to use legal service of very high quality suitable for a public builder. The contracting authority has employed suitable resources in its organisation, but will need comprehensive advisory services in addition to the advice provided by these. The combined number of contract for BT4 is stated in the attached contract overview (Annex B3).

With options to extend the contract, legal services connected to the fifth construction stage (BT5) between Central Bergen and Åsane may be relevant. Zoning plans for construction stage five are under development, and the construction stage is expected to be completed in 2031. BT5 is anticipated to be significantly large in scope than BT4. A general schedule for implementation of this construction stage is in Annex B5 contracting authority's general plan for BT4 and BT5. (See also documents in the tender documentation).

D63-1 Framework agreement for legal services, Bybanen Development

The supplier will deliver legal services to the contracting authority. The services will primarily be related to:

• legal representation and assistance in legal processes;

• preparation of legal reviews;

• general legal advisory services and assistance;

• competence transfer measures, such as professional seminars, courses and meetings.

The contracting authority particularly need assistance of a larger scope within the legal areas of contract law and public procurements. During the contract period, the tenderer must therefore have available to the contracting authority two fixed main resources with a lawyer's license for each of the legal areas of contract law and public procurement. In addition the tenderer must have available resources in different job categories within the same legal areas.

There may also be a need for assistance in multiple legal areas, among others compensation law and administrative law. The tenderer must as a minimum also be able to offer services within the legal areas of compensation law and administrative law.

Implementation of procurement processes in accordance with the Public Procurements Act will be performed by the supplier for purchasing services in a separate contract.

The contract duration is 2 years with options to extend for 2 years + 2 years + 2 years. The maximum duration of the contract is a total of 8 years.
