Description:

The University is seeking to appoint a single Facilities Management Provider (‘Contractor’) to provide a range of hard and soft facilities management services at High Wycombe, Uxbridge and Aylesbury.

1. Introduction to the Authority.

1.3 The University's applied research and knowledge transfer activities inform its curriculum, enable notable outputs and develop the opportunity for employer engagement. This partnership approach keeps Bucks relevant and ensures students are prepared for the real life challenges of the 21st century workplace.

2. The Premises.

2.1 The premises covered by the new facilities management contract are described below:

— High Wycombe Campus forms the core of the University's premises and is where the majority of undergraduate courses are taught. This location offers dance and drama studios, production suites, and the impressive library which is housed over four floors in the University's flagship building, The Gateway. The High Wycombe Campus is also home to craft workshops, lecture theatres, the Students' Union and the Human Performance, Exercise and Wellbeing Centre.

— Uxbridge, West London is home to the University's prestigious nursing and healthcare practice courses and offers students an exceptional learning environment. The campus provides students with a range of specialist equipment, high tech simulation suites and learning facilities.

— University Campus Aylesbury Vale (UCAV) is a new campus in the heart of Aylesbury. Bucks have partnered with Aylesbury Vale District Council and Buckinghamshire Education, Skills and Training to build this 16 500 000 GBP education centre. UCAV provides a range of professional short courses while students are able to enjoy a waterside location in the town centre.

— Brook Street Student Residences is situated 5 minutes walk away from the High Wycombe Campus. Brook Street consists of 396 rooms grouped into flats of between six and ten bedrooms and 3 studios.

— Hughendon Student Village Residences consists of 402 en-suite rooms and 12 en-suite studio rooms grouped in flats of six bedrooms approximately a 15 minute walk from the High Wycombe Campus.

— Windsor House Residences is located right in the centre of High Wycombe and just a five minute walk from the University. There are 63 en suite rooms and 9 studios at Windsor House.

3. Introduction to the Services.

3.1 The University's current Facilities Management (FM) contract is due to expire on 31.7.2017. The University wishes to award a 3 year contract with option to extend a further 2 x 12 months, subject to satisfactory Contractor performance.

3.2 Services required include but are not limited to:

— Hard FM services at Brook Street and Hughendon student residences including reactive maintenance and undertaking statutory and health & safety inspections, tests and checks;

— Cleaning to all locations;

— Security at all locations;

— Reception services at Uxbridge;

— Grounds maintenance;

— Pest Control;

— Portering and room set up.

3.3 Full details of the Services and the locations at which they are required are set out in the Services Information.

3.4 The Contract will commence on 1 August 2017, following the conclusion of the Contract mobilisation period from 20.6 to 31.7.2017.

3.5 The Contract will run for an initial 3 year period, commencing on 1.8.2017 until 31.7.2020. The Authority reserves the right to extend the contract by up to 24 months (in 2 no. 12 month periods) up to a maximum end date of 31.7.2022. Either of these extension periods can be exercised at the Authority's discretion subject to satisfactory performance of the Contractor and continuing Authority requirements.

The contract is for 3 years with two optional years which may be exercised at the University's discretion. The value of the 3 year fixed terms contract is 6 000 000 GBP. The value of each optional year will be in the region of 2 000 000 GBP. Therefore, the potential total value of the contract, if all options are excercised could be 10 000 000 GBP.
