Stara, the Construction Services Company of the City of Helsinki (hereinafter also referred to as Stara, the Contracting Entity or the Client), will request your tender for vibration measurements and inspections of infrastructure construction operations in accordance with this invitation to tender and the documents attached to it.
Procurement is a service procurement. The procurement mainly concerns inspections, protection, expert opinions and vibration measurements related to infrastructure construction and excavation work.
The duration of the contract is 1.7.2023–31.12.2024. In addition, the agreement includes one (1) option period for the period 1.1.2025–31.12.2025, if the Subscriber decides to exercise the option. The customer decides and notifies the customer of the exercise of the option separately no later than three (3) months before the end of the original contract period. The option is a right of the Subscriber, not an obligation. The service provider cannot refuse the option.
The procurement establishes a framework agreement in which two to three (2–3) service providers are selected if there are so many eligible tenders.

The services are performed at Stara's work sites in the City of Helsinki area, for example, in excavation work at infrastructure sites, foundation reinforcement work and other sites that require inspections and vibration verification, as well as in projects that require expert opinions and the protection needs of vibration-sensitive equipment. The services are performed in accordance with Appendix 2 of the RFQ Service Description.
The contract for the provision of the service shall be concluded in accordance with the contract model submitted as Annex 1 to the invitation to tender.

The services provided under the agreement are carried out in accordance with the orders made on a site-by-site basis. The basis for payment is the unit price-based list of operations provided in the tender.
The amounts presented in the tender documents are estimates of future works, and the contract does not constitute an obligation for the client to purchase a quantity. The final workloads may be either smaller or higher than those estimated at the tendering stage, and changes in the quantities do not affect unit prices.
Framework contract suppliers do not have exclusive rights to the products covered by the framework agreement, nor does it have the exclusive right to produce the works to be procured.
The services covered by the agreement are governed by the Act on the Contractor's Obligations and Liability when Work is Contracted Out.
The estimated value of the acquisition, including the option period, is EUR 500,000 (VAT 0%). The maximum value of the framework agreement is EUR 795,000 (VAT 0%).
