In connection with the construction of a new government district, the Ministry needs assistance to support the necessary change processes. The Ministry of Local Government and Modernisation wants to enter into a contract with a service provider who can assist the Ministry of Local Government and Modernisation in the work across the ministry structure by facilitating the conditions for the ministries to carry out necessary (change) processes in order to be able to move into a government district with other physical framework conditions than those the ministries currently have. In addition, the Ministry may need project support, hereunder for the work with gains realisation.

The combined need for assistance is currently not clear. The Ministry of Local Government and Modernisation anticipates there will be a need for assistance and process support in the period 2019–2025, until completion of the first construction phase. However, the activities will vary in time and scope. It is also not certain if there will be a need for assistance during the entire period.
