Description:
Framework agreement for digital communication tools

This assignment includes the provision of services in the form of digital communication tools and associated advice, for a period of 4 years and the provision of associated software. The contract comprises the following lots:

- Lot 1: Website and CMS,

- lot 2: Brand Management Application,

- lot 3: Participation platform,

- Lot 4: Advising on digital communication strategy.


Website and CMS

- Support with strategic design of website / project planning structure,

- Website and all its basic modules: calendar, products / IPDC, forms, mailing tool, news module, high-performance search function, contact sheets, [...],

- Design and layout in corporate identity board,

- Web accessibility offer,

- Responsiveness,

- Rights and roles, user management,

- Maintenance, training and support,

- Analysis tool (integrated or linked with Google Analytics, for example),

- Hosting website,

- Security and privacy

- Openness and ownership of data,

- Content management system as a basic source for product information:

—— interoperability,

—— internal product information and feedback.

- Intranet: specific modules.


Brand management application

- Brand management: template software that ensures that everyone within a board can easily create their own folders, flyers, [...] within predetermined templates and corporate identity rules,

- Option: digital house style guide,

- Roles and rights management,

- Feedback and flows for approval.


Participation platform

- Organize online interaction and participation in a local board,

- Possibility to launch different projects / campaigns,

- Possibility of posting ideas, scoring, liking, responding, [...],

- Reporting and analysis of responses,

- Assistance with the design of the participation process,

- Training for using the tool,

- Adopt the corporate identity of the board,

- Integration options with the website.


Advising on digital communication strategy

- Before boards make a choice in the tools and channels that they use for their digital communication, a strategic exercise can help determine that choice,

- This strategic choice must be tool-independent, and may therefore occur prior to being taken from another plot,

- Mapping the current situation, identifying the needs of customers and the organization, workshops to achieve the desired situation,

- Research into customer behavior (audit of current use of tools),

- Major strategic lines regarding online strategy and necessary tools.
