As the competent authority of public transport, the City of Oulu (hereinafter referred to as the Subscriber) organises an open tender for the operation of the bus services in accordance with the operating agreement.

The content of the operating contract is specified in the attached document 'Draft Contraction'

The City of Oulu shall request your offer in accordance with this call for tender and the documents listed below attached to this call for tender.

The length of the contract period is five (5) years and five (5) months. The contract period is from 1 January 2023 to 04.06.2028. The object of the acquisition includes an option to extend the contract period for two (2) years at the discretion of the subscriber. If the subscriber decides to exercise an option for the extension of the contract, the contract will be valid until 02.06.2030. The contract can also be extended in two instalments (1 + 1). A single bidder or bidding association will be selected to operate the destination.

The operator shall receive compensation for the operation under the contract based on the unit fares of the traffic performance indicated in the tender and the scheduled traffic performance of the routes of the competition destination. The subscriber defines routes, schedules for the lines, and receives all box office receipts. All box office receipts from operating under the contract belong to the subscriber.

The invitation to tender applies to the following four (4) routes of city transport:

o Line A; Downtown (Toripakka) — Värttö — Downtown (Toripakka)

o Line B; Downtown (Toripakka) — Medipolis — Downtown (Toripakka)

o Line C; Downtown (Toripakka) — Limingantulli — Downtown (Toripakka)

o Lus D; Downtown (Toripakka) - Julypää - Downtown (Toripakkka)

The subscriber reserves the right to make changes to routes and schedules prior to the start of traffic or during the contract period. For a more detailed definition of the item, the description of the item is set out in Annex 1 to the RFQ.

Bids will be solicited for the full contract period including the option period.

The total estimated value of the acquisition is approximately EUR 8,610,000 (calculated according to the option periods).
