Rail Settlement Plan Limited (RSP) is a company owned by the UK franchised Train Operating Companies (TOCs). RSP provides and manages on behalf of TOCs a number of shared services, ranging from the provision of ticket stock to the allocation of industry revenue.
RSP is currently working with TOCs, the Department for Transport (DfT) and Transport for London (TfL) to deliver the South East Flexible Ticketing Programme (SEFT). The Programme will provide the infrastructure required to operate ITSO compliant 'smart ticketing' at stations initially based in the South East of England, with the potential to expand (within the UK) beyond this region.
The SEFT Programme has identified a requirement for Programme and Project Management support and related services. A service provider is required to provide support acting as a 'delivery partner', to the SEFT Programme, with extensive relevant experience and expertise within rail transportation. Key requirements include (but are not limited to):
— Strategic and Programme Office capability
— Programme and project leadership;
— A Project Management Office (PMO) - Programme support and delivery.
Service Delivery including management of:
— Requirements definition;
— Business change;
— ICT Systems delivery;
— Technology management.
Relevant Experience
— A background of successful delivery within the rail transportation industry;
— A background of supporting the delivery of smart ticketing schemes;
— Working within a complex multi-stakeholder environment.
— The service provider shall be accredited to relevant industry professional standards (e.g. PRINCE 2, APM and MSP).
