The purpose of this contract is to carry out a "theory-based" evaluation (within the meaning of the guidelines defined by the European Commission for impact evaluations) by means of case studies on the implementation of the Youth Guarantee (GJ). This assessment notably gives rise to the production of a dozen monographs of local missions taken in diverse action contexts and presenting varied implementation configurations of the YG program. For the benefit of these field surveys, the purpose of this contract is also to analyze the strategy for exploiting the data present in the information system of local missions (I-MILO), in order to improve the management of the system.
