LOT-0003
Design, integration, development and maintenance of modules.
The main objective of this lot is the design, development, deployment and maintenance of the Mallorca PID platform, as well as the development and integration of the modules indicated in the introduction of this lot. Consequently, the scope is divided into the following services:
L3-S1 Development of the Mallorca PID platform and interoperability: This service includes the design, development, deployment and maintenance of the Mallorca PID platform, in accordance with the requirements established in this document and in collaboration with the awarded companies of lots 1 and 2. In addition, migration work from existing solutions and data should be contemplated if necessary to meet the requirements and target architecture of Mallorca PID (see annex IV).
L3-S2 Integration of common modules in the central node: This service includes the development of the software, deployment and maintenance necessary to provide the required data for the proper functioning of the common modules of the PID. In addition to these tasks to ensure the availability of data and their interoperability with the central node of the PID, it will be the responsibility of the awarded company to establish the necessary mechanisms for acquiring and/or collecting such data if they are not available.
L3-S3 Development and integration of optional and specific modules: This service includes all actions required in service L3-S2 for the optional and specific modules indicated in the introduction section. Moreover, the development of products for visualizing and analyzing the data from each module (dashboards) is also considered, and in some cases, the design, development and maintenance of other functionalities (e.g., digitization of tourist offices).

Comprehensive technical offer of the project (PMO).
Strategic and technical direction and coordination: General leadership of the project, definition of the strategy, risk management, supervision of the comprehensive implementation of lots 2 and 3, ensuring coherence, interoperability (especially with FIWARE Context Broker and NGSI9/10), and alignment with the defined data architecture. Crucially, this section is responsible for the definition and supervision of the comprehensive maintenance plan of the platform, a key element for the economic and operational sustainability of the project in the long term.
Management of justification and audit of European funds: Design and implementation of a monitoring and evaluation system (technical and financial) for rigorous justification of expenditure before the competent authorities (PRTR, Order ITU/1423/2023), coordination of audits and ensuring the traceability and eligibility of the investment, including compliance with the DNSH principle.
Communication and dissemination service: Design and execution of the communication and visibility plan (aligned with PRTR and Order ITU/1423/2023), management of advertising, preparation of content in Spanish, Catalan, and English, and presence at fairs, events, and attendance at meetings and/or events organized by SEGITTUR, assuming the awarded company of this lot the total costs associated with attendance, travel and realization of all events and/or meetings (including those of the FMT staff, the Consell de Mallorca or other agents that must attend or participate).
Legal-administrative and accounting management: Advice and management in matters of contracting, grants, data protection (GDPR) and National Security Framework (ENS), as well as controlling and managing the accounting and financial documentation of all lots.
Management, execution and execution of training and capacity building: Design and implementation of a comprehensive training plan for all users and staff of the FMT and the Consell de Mallorca, with the goal of ensuring knowledge transfer, operational autonomy and long-term sustainability of the Mallorca PID.
Management tools: Implementation and maintenance of a management platform for all lots, the FMT, and key actors and roles of the sector that are necessary, facilitating collaboration, communication, and monitoring of the project.
LOT-0002
Provision of infrastructure and cloud services for Mallorca PID.
The procurement of computational, storage and network resources in a robust, scalable, and secure cloud environment.
The implementation of necessary cloud services for the deployment and future exploitation of the platform.
Ensuring high availability, performance, and security of the underlying infrastructure.
Compliance with energy sustainability and efficiency requirements of data centers, in line with the DNSH principle.
Carrying out economic control of the infrastructure, properly monitoring costs, establishing alerts and spending ceilings, re-evaluating the architecture and proposing improvements proactively.
Maintenance and monitoring of the infrastructure and resolution of incidents in accordance with the indicated service levels.
Relationship with the cloud infrastructure or services providers, for the resolution of incidents, the acquisition of solutions, or the need to gather necessary documentation to comply with the instructions of Order ITU/1423/2023.
Acquisition of licenses, domains or other services needed for the Mallorca PID project.
