Description:
The municipality of Gutach in Breisgau plans to demolish two existing buildings and construct new multi-family houses with socially subsidized housing, focusing on HVAC planning and ensuring energy efficiency, sustainability, and compliance with funding requirements.

The municipality of Gutach in Breisgau is planning the construction of two multi-family houses with socially subsidized housing at Alexanderstraße 14 and 16. Due to the structural condition of the existing buildings, they are to be demolished and adapted to current requirements regarding floor plan quality, accessibility, and residential comfort.
Preliminary feasibility studies were developed by Schlager Architects & Engineers and Stiefvater offices respectively. These studies formed the basis for the municipal council's decision to initiate and pursue the project in the present form. At the same time, it is intended not to consider the previous planning approaches as final in the further procedure, but rather as a starting point for a more in-depth examination.
For the specialist planning of HVAC (Heating, Ventilation, Sanitation), the results of the feasibility studies concerning the energetic building concept, heat supply, ventilation strategy, building automation, and the economic efficiency of technical systems are to be reviewed and further developed in the ongoing planning process.
In the further planning process, as part of service phase 2, a variant study by the planning team is planned. The aim is an open-ended approach to determine the best possible development while considering as high and economically sensible a utilization of the property as possible.
From the viewpoint of HVAC specialist planning, different approaches to heat supply, ventilation, and building automation as well as their impacts on investment costs, operating costs, energy efficiency, sustainability, and maintenance effort are to be examined. The technical solutions envisaged in the feasibility studies are to be evaluated with regard to technical, economic, and energetic aspects. In addition, possible funding programs and their requirements are to be taken into account at an early stage.
The implementation of the project will presumably take place in two construction phases. Initially, one of the two buildings will be newly constructed. After its completion, the tenants currently housed in the existing building are to move into the new building, so that the second existing building can be dismantled and the second construction phase realized afterward.
The phased implementation must be considered accordingly in the planning of the technical building equipment as well as in the development of supply and access concepts.
Based on this basis, the project costs were determined:

Total KG 100-600
€5,420,000
Based on the determined project construction costs, the fee calculation was created.
Further planning bases include a framework schedule and a geotechnical report.
The energy standard of the buildings is to be examined and defined in the further planning process. As part of the HVAC planning, technical concepts are to be developed which consider the requirements of subsidized housing construction, operating economy, as well as long-term maintenance and servicing friendliness of the systems.
The project is significantly dependent on the approval of applied funding. After completion of the planning eligible for approval and service phase 4, it is planned to submit the documents to the responsible funding provider. Until the decision of the funding provider, a project interruption of presumably up to 12 months may occur.
The bidders are aware that continuation of the project and commissioning of the next service phase depend on funding approval. The possible project interruption between service phase 4 and service phase 5 must be taken into account when calculating the offer and fee.
No claims for additional remuneration, extra costs, compensation, fee adjustments, or other financial demands against the client can be derived from such project-related interruption, applying for funding or waiting for the funding decision. The regulations on staged commissioning remain unaffected.
The goal of the HVAC planning is the development of a technically, energetically, and economically optimized supply concept considering the requirements of subsidized housing construction, the planned construction phases, fund eligibility, and a long-term economically viable system operation.
