Description:
Monitoring stations for air radioactivity.

The Institute for Energy Technology (IFE) is currently preparing to wind down four nuclear research reactors, one waste plant, a storage building for nuclear fuel, and a production plant for fuel. The decommissioning is expected to take 30 years, and the current air monitoring system for th entire plant needs an upgrade in order to meet modern standards.

There is an ongoing reorganisation as part of the preliminary decommission steps, where all nuclear plants that are currently owned by IFE will be taken over by Norwegian Nuclear Decommissioning (NND). The official organisational transfer of the physical and human infrastructure from IFE to NND is scheduled to take place on 1 January 2024.

The template that must be used for the contract is also attached.

This User Requirement Specification (URS) describes the requirements for a radiation monitoring system (RMS, hereafter: System), which consists of air radioactivity monitoring stations (hereafter: Monitoring Stations) connected to a centralised network based software platform for monitoring and control of the entire System.

The monitoring stations are calculated for continual measurements of alfa, beta, and gamma radiating nuclides in the air, and consist of an alfa/beta particle monitor based on moving filter technology. Some of the monitoring stations will, in addition, be equipped with an area gamma monitor.

The requirements described in this document cover all aspects of the design, procurement, installation, and commissioning of the entire system at the Institute for Energy Technology (IFE) at Kjeller, Norway, and at a low and medium radioactive waste depot in Aurskog-Høland, Norway.

Scope of this URS:

A network of stationary monitoring stations, each consisting of an alfa-beta particle monitor with a moving filter and the ability to suppress gamma background. Some have an extra gamma dose speed monitor and alarm functionality, and are connected to a central network platform with dedicated software for monitoring and control.

Several mobile monitoring stations with equivalent capacities as the stationary monitoring stations, which can be transported between plants according to changing needs.

All the necessary accessories and cables for full operation of the entire system.

A general procurement contract with a minimum first time procurement of a certain number of stationary and mobile measuring stations, and an option for the procurement of further measuring stations on equivalent terms as the first procurement within a certain time period, as detailed in section 9.1 of this document.

A Service Level Agreement (SLA) for maintenance and repairs to the system during its validity period.
