Framework Project Management Agreement for the rehabilitation of buildings 5, 6 and 7 "Le Flockage" on the Balsan site in Châteauroux

The purpose of this consultation is to conclude a project management contract on the basis of a single-awarding framework agreement, the purpose of which is to establish the terms governing subsequent contracts to be awarded concerning the rehabilitation of the Flockage building (buildings 5, 6 and 7) on the Balsan site in Châteauroux. Consultation is a formalized procedure with negotiation, without delivery of services.

the buildings of the Balsan site are of great heritage interest and remarkable potential. They are the last available land unit in the area of the former Balsan factory.

In this perspective, Châteauroux Métropole has conducted a programmatic reflection subject of this project management contract.

It is planned to carry out initially (subsequent contract phase 1):

The repair of the hulls of buildings 5, 6 and 7 including enclosed and covered, stairs, elevators, structural recoveries, attic insulation, etc.;

Various outdoor facilities: English courtyard, repair of footbridges, creation of stairs, etc.;

the interior fittings of building 6: creation of an amphitheatre on the upper ground floor/r+1, relocation of the Connected Campus and creation of meeting rooms in the attic.

In a 2nd time (subsequent contracts)

the development of a Learning Center on the upper ground floor of Building 5;

the development of a food service on the lower ground floor of Building 5;

the relocation of INSPE and the creation of an annex of the physiotherapy school and the DTS rooms in Building 7;

the realization of other development projects.

The total floor area is approximately 7,300 square meters.

The proportion of the estimated financial envelope allocated to works for the framework agreement as a whole is set at EUR 23 651 210 (excluding tax).

The proportion of the estimated financial envelope allocated to works for subsequent contract No. 1 is estimated at EUR 10 800 000 (excluding tax).
