Description:
Patient portal solution

The client (also called AG in the following) has set itself the goal of going into operation in 2022 with a new, modern and future-oriented portal solution in a specialist discipline in a hospital location represented by the AG (with subsequent roll-out to all other represented by the AG hospital locations and specialist disciplines), whereby the portal solution must meet the mandatory criteria of KHZG sponsoring event 2 (Section 19 para. 1 sentence 1 no. 2 KHSFV) as well as demonstrating compliance with the KANN criteria. The overall system is intended to form an integrative solution with the hospital information system that is already in place and to be integrated (hereinafter referred to as HIS) and subsystems, which necessarily meets the above-mentioned MUST-criteria in terms of content in combination with the existing HIS and the telematics infrastructure. - treatment management

- dismissal management

The admission management and treatment management areas of the patient portal (according to KHZG mandatory criteria for funding event 2) must be offered as an on-premise solution to the client. In addition, the provider must offer continuous 24 x 7 support in German, the application software and support must be in German, and the support/support from Germany.

Overall, the client must deliver and implement a continuous patient portal covering all facts in accordance with KHZG (admission management, treatment management, transfer management).

The admission management and treatment management areas of the patient portal (according to KHZG mandatory criteria for funding event 2) must be offered as an on-premise solution to the client. In addition, the provider must offer continuous 24 x 7 support in German, the application software and support must be in German, and the support/support from Germany.

Overall, the client must deliver and implement a continuous patient portal covering all facts in accordance with KHZG (admission management, treatment management, transfer management).

Since the client has not yet had a portal solution, it is not necessary to replace previous functions 1:1 at the start date of real operation. However, as described above, it is intended to start with a test position covering the service contents in a specialist discipline. A gradual expansion of the solution across all specialist disciplines is then envisaged. The project plan is to be developed together with the provider, taking into account the logistical and process-oriented requirements, and made part of the contract.

A provider is sought who, as a general contractor, can fulfill the services required in the list of services. If this cannot be achieved with its own software products, the provider is free to offer subsystems in individual cases and (as recognizable) subsystems. In these cases, it must be ensured that a functioning, comprehensive and comfortable (standard

) Interface as described in the section Interfaces exists or is created. This interface must be taken into account as a fixed price in the offer and must be disclosed and maintained independently by the provider.

In addition, the provider must agree to provide the hospital with comprehensive support in future expansions of IT deployment.

The new system is expected to meet today's standards of modern data processing programs. Here are exemplary:

- a graphical interface

- a relational database system for data storage with a central server or networked

- servers with selected subsystems (e.g. laboratory, RIS, DMS, etc.) and the HIS,

- hardware independence,

- client-server solution,

- can be run under Citrix/ WTS,

- can be run under virtual server hardware (application),

- optimal adaptability to the organization of the hospital,

- no redundant data collection across all queried modules and existing ones

- systems (including integration of subsystems),

- use of standard interfaces (HL7/FHIR, DICOM, HCM, RFC, BAPI, rest API, etc.)

- IHE compliance,

- investment security of the solution,

- the expansion capacity of the system,

- 24-hour operation of the system,

- a powerful list generator and

- user-friendly program operation.

There must be no compatibility problems with the communication servers established in the market (Cloverleaf currently in use).

The system must comply with MS Windows standards, which means as a minimum requirement that the data obtained from the portal solution can be easily imported into MS Office programs and further processed with these programs.

The detailed requirements can be found in the specifications in the following points.

The bidder is required to be fully responsible for software and services as well as software maintenance/support in the sense of a general contractor. The contractor is responsible for the hardware that is provided by the Client in accordance with the specifications of the contractor (also referred to as AN below) as part of the tender submission in accordance with the dimensioning assurance in these documents.

The client will procure the hardware himself (according to the contractor's specifications). The bidder must specify the minimum requirements for the hardware.

If hardware is still required beyond its position by the client, the contractor must demonstrate and offer it.

A central installation in the customer's data center in Bochum is planned for all of the client's facilities (redundant design of the data center of the solution to be offered). The HIS installations are also located there, to which it is necessary to connect (7 carrier companies with 9 IC numbers, with 8 HIS databases).

Caution:

The provider must be in possession of the application software and the technical equipment to adapt the source code in order to be able to make a first name of any necessary changes (applicable to the patient portal itself, except portal solutions supported by the HIS provider, then also HIS providers with a such a solution).
