Execution of various biodiversity measures under the National framework for NATURA 2000 in Blagoevgrad Municipality, divided into three lots focusing on forest management and natural regeneration.

"Execution of measures 46, 47, 48, 49 and 74 (part I) from the National framework for priority actions for NATURA 2000" under priority 3 "Biodiversity" of the program "Environment 2021-2027" on the territory of YZDP DP - Blagoevgrad Municipality, divided into three lots:
Lot No. 1: Execution of activities "Extractive cuttings without material gain", "Cultivation of young growth", and "Cutting undesirable undergrowth" on the territories of TP "DGS Gotse Delchev", TP "DGS Petrich" and TP "DGS Strumyani" at YZDP DP, Blagoevgrad with included objects: 200-z of TP "DGS Gotse Delchev", 120-d; 123-e; 124-g; 124-d; 125-i; 128-d; 128-e; 129-g; 172-i; 174-d; 174-e; 175-a; 175-b; 175-g; 179-p; 180-d; 1043-g; 1055-v; 1055-g; 1058-e; 1078-n; 1078-o; 1078-s; 1190-b; 1190-e of TP "DGS Petrich" and 209-d; 209-j; 209-i; 209-k; 284-m; 284-n of TP "DGS Strumyani".
Lot No. 2: Execution of activities "Extractive cuttings without material gain" and "Cutting undesirable undergrowth" on the territory of TP "DGS Dupnitsa", TP "DGS Nevestino", TP "DGS Radomir" and TP "DGS Sofia" with included objects: 375-m; 375-n; 491-i of TP "DGS Dupnitsa", 112-g; 145-u of TP "DGS Nevestino", 302-z; 302-n; 302-p; 302-r of TP "DGS Radomir", 560-d of TP "DGS Sofia".
Lot No. 3: Supporting natural regeneration in forest natural habitats on the territory of TP "DGS Rila Monastery" with included sub-sections 1291-"m", 1296-"c" and 1300-"k".
The specific activities for each lot are indicated in the technical specification.
The contracting authority does not allow the submission of alternative offers. Each participant has the right to submit only one offer. Submission of an offer obligates participants to fully accept all requirements and conditions stated in the documentation, ensuring compliance with the Public Procurement Act and its implementing regulations as well as all other regulatory acts relevant to the subject of the contract.
Offers must comply with the requirements stated in the documentation and be formatted according to the templates attached to the documentation.
The attached templates to the documentation are mandatory. A participant that submits an offer which is not prepared according to the mandatory templates will be disqualified from participation!
The estimated value of the contract is 482,226.03 BGN (four hundred eighty-two thousand two hundred twenty-six levs and three stotinki) excluding VAT.
The estimated value is distributed by lots as follows:
Estimated value for lot 1: 106,252.92 BGN (one hundred six thousand two hundred fifty-two levs and ninety-two stotinki) excluding VAT.
Estimated value for lot 2: 58,885.79 BGN (fifty-eight thousand eight hundred eighty-five levs and seventy-nine stotinki) excluding VAT.
Estimated value for lot 3: 317,087.32 BGN (three hundred seventeen thousand eighty-seven levs and thirty-two stotinki) excluding VAT.
For each lot, the prices/values indicated in the technical specifications for both individual activities and the total estimated value are maximums. A participant offering a price exceeding the maximum value for a specific activity or exceeding the total maximum value for the lot will be disqualified from participation.
For each lot, the contract amount is according to the proposal in the price proposal of the successful participant, but cannot exceed the maximum estimated value.
The timelines for the execution of the activities stated in the technical specifications for each lot are mandatory! The term of the contract for each lot is the preparation of a bilateral protocol for the final acceptance of the objects, but no later than 31.12.2027.
For each lot, the location of execution is considered to be the location of the object described in the technical specification.
At the time of opening this procedure, the contracting authority has not secured financing to ensure the execution of the contract. The contracting authority will sign a contract with the selected contractor under the conditions of Article 114 of the Public Procurement Act. After financing is secured, the contracting authority will notify the selected contractor in writing that funding has been secured and will assign the execution of the tasks. Each party may request termination of the contract without notice after a three-month period from its conclusion.

Lot No. 1: Execution of activities "Extractive cuttings without material gain", "Cultivation of young growth", and "Cutting undesirable undergrowth" on the territories of TP "DGS Gotse Delchev", TP "DGS Petrich" and TP "DGS Strumyani" at YZDP DP, Blagoevgrad with included objects: 200-z of TP "DGS Gotse Delchev", 120-d; 123-e; 124-g; 124-d; 125-i; 128-d; 128-e; 129-g; 172-i; 174-d; 174-e; 175-a; 175-b; 175-g; 179-p; 180-d; 1043-g; 1055-v; 1055-g; 1058-e; 1078-n; 1078-o; 1078-s; 1190-b; 1190-e of TP "DGS Petrich" and 209-d; 209-j; 209-i; 209-k; 284-m; 284-n of TP "DGS Strumyani".

For each lot, the prices/values indicated in the technical specifications for both individual activities and the total estimated value are maximums. A participant offering a price exceeding the maximum value for a specific activity or exceeding the total maximum value for the lot will be disqualified from participation.
Payment method:
Given the nature of the activities, the need for monthly work on each object, which will be carried out by a minimum of 7 people (5 workers, 1 engineer forester, and 1 technician forester), the contractor's expenses for salaries, daily transport of workers to the sites, expenses for servicing and working with the necessary equipment, and in order to support and facilitate the contractor, the contracting authority will pay the contractor for completed activities as follows:
By the 30th of the current month, the parties to the contract sign a detailed acceptance protocol for completed work on operations, objects, departments, subsections, as well as the amount due for the work performed.
The date of acceptance of the work is considered the date of signing the acceptance protocol by both parties.
After signing the acceptance protocol, the contractor issues an invoice, corresponding to 100% (one hundred percent) of the amount from the protocol. Within 10 (ten) calendar days, the contracting authority pays the contractor the amount of the invoice.
Options for additional quantities:
The contracting authority does not foresee options for additional quantities. The contracting authority will pay only for actual tasks assigned and completed. In the event that the need for assignment/execution of a specific task ceases, it will not be assigned and, accordingly, will not be paid. The contracting authority is not committed to assign all initially planned activities in full volume.
Contract value:
For each lot, the contract amount is according to the proposal in the price proposal of the successful participant, but cannot exceed the maximum estimated value.

Separate position No. 3: Support for natural regeneration in forest natural habitats on the territory of the "DGS Rila Monastery" with included compartments 1291-"m", 1296-"c" and 1300-"k".
Estimated value for separate position 3: 317,087.32 BGN (three hundred seventeen thousand eighty-seven levs and thirty-two stotinki) excluding VAT.
For each separate position, the prices/values indicated in the technical specification for individual activities and the total estimated value are maximum limits. A participant who proposes a price exceeding the maximum limit for a specific activity or the total maximum limit for the separate position will be disqualified from participation.
Payment method:
Given the nature of the activities, the need for monthly work on each site to be carried out by a minimum of 10 people (8 workers, 1 forestry engineer and 1 forestry technician), the contractor’s expenses for salaries, daily transportation of workers to the sites, costs for servicing and working with the required machinery, and to assist and facilitate the contractor, the contracting authority will pay for the activities carried out to the contractor as follows:
By the 30th day of the current month, the parties to the contract will sign a detailed acceptance-transfer protocol for the activity carried out concerning operations, sites, compartments, and subcompartments, as well as the amount due for the work performed. The date of acceptance of the work will be considered the date of signing the acceptance-transfer protocol by both parties.
After signing the acceptance-transfer protocol, the contractor issues an invoice, with an amount corresponding to 100% (one hundred percent) of the amount in the protocol. Within 10 (ten) calendar days, the contracting authority pays the contractor the amount of the invoice. Payments under the contracts for each separate position will be made in BGN, via bank transfer to the contractor's account against an original invoice issued, in accordance with the contractor's price offer and a mutually signed acceptance-transfer protocol for completed and accepted activities.
Options for additional quantities
The contracting authority does not foresee options for additional quantities. The contracting authority will only pay for actually contracted and completed activities. If the need for contracting/completing a specific activity ceases, it will not be contracted, and consequently, it will not be paid for. The contracting authority does not commit to awarding all initially planned activities in full volume.
Contract value. For each separate position, the contract value is according to the offer submitted in the price proposal of the winning participant, and cannot exceed the maximum estimated value.
Deadline for performing activities. Contract duration. The deadlines for performing the activities specified in the technical specifications for each separate position are mandatory! The duration of the contract for each separate position is the drafting of a mutual protocol for the final acceptance of the sites, but no later than December 31, 2027.
Place of execution. For each separate position, the location of execution is accepted as the location of the site described in the technical specification.
Conditional contract - At the time of opening this procedure, the contracting authority has not secured funding to ensure the execution of the contract. The contracting authority will conclude a contract with the selected contractor under the conditions of Article 114 of the Public Procurement Act. After securing the funding, the contracting authority will notify the selected contractor in writing that funding has been secured and will assign the execution of the contract/s. Each party may request termination of the contract without notice after the expiration of three months from the conclusion of the contract.
