Urban renewal - archaeological excavation

The city of Torhout wishes to appoint a service provider to carry out an archaeological excavation in accordance with the ratified archaeological memorandum and to draw up a report to be submitted as a final report to the Agency for Heritage in the necessary copies in accordance with the applicable regulations.

The service provider is expected to have a flexible attitude that is aimed at thinking along with the client to comply with the decree of 12.7.2013 on immovable heritage and the implementation decisions, but also about the cost and lead time for the archaeological process for this purpose. to a minimum in the interest of public project development.

The assignment to be carried out includes:

- preparatory work (sending notifications, obtaining the required permits, organizing the start meeting, ...),

- carrying out fieldwork (site design, registration of the archaeological traces, digging, sealing and compaction of the trenches) (see measuring list),

- drawing up a final report according to the "Code of Good Practice for archeology and metal detection legislation" and the real estate heritage decree of 12.7.2013.

The distribution, density and condition of the tracks led to the demarcation of nine zones for subsequent archaeological research (see appendix), with a total surface area of approx. 8,000-8,500 m 2 .

The project area is divided into nine zones that must be geared to the phases of utility companies and earthworks main contractor:

Zone 1: zone of sewerage side hotel Carillon and side Topdisc,

Zone 2: Central square behind city hall,

Zone 3: City Hall forecourt,

Zone 4: Voorplein church (two parts Putstraat as border),

Zone 5: stretch Lichterveldestraat Bassinstraat to Rijselstraat,

Zone 6: construction from Zuidstraat to the Markt,

Zone 7: Prison Street,

Zone 8: part Market newspaper shop Tropics,

Zone 9: Hofstraat.

In the context of the redevelopment plans of the city center of Torhout, the Agency for Heritage has advised that, given the location of the project area in the historic urban fabric, an archaeological prospecting with intervention in the soil is necessary prior to the planned development.

The project is located in the historical core.

As a preliminary study to the follow-up studies, mechanical drilling was carried out on the Rijselstraat and Kortemarkstraat approach roads. The presentation of the report has been added as an appendix to this assignment.

Various partners must enter the site one after the other in the field. In the run-up to the project, the service provider, together with the engineering firm Sweco, the city council, the main contractor, Fluvius sewer manager, will have to follow up on the proposed timing and phasing to date and adjust it where necessary. In view of the commercial area, the LESS HINDER in the project area must be reduced to a minimum.

Zones for utility lines that will be supplied on a map indicate the locations of gutted surfaces and are not part of the Archeology project area to be investigated.

The service provider's research team will closely monitor the planning and phasing and communicate on the progress of the work.
