Lappeenranta Asuntopalvelu Oy is requesting offers for hourly debit-based works as billing work for the contract years 2022 - 2024 to the extent specified in this call for tender. The contract period is aimed at beginning on 16 May 2022 after the acquisition decision obtained the force of law.
The works are maintenance or contracting work for residential properties, ranging in duration from a few hours to a few weeks.
The sites are located in the Lappeenranta city area and the works are divided into 14 subdivisions as follows:
1. Structural engineering repair work
2. Apartment anesthesia (incl. painting and wallpapering work, small repair work)
3. Electrical installation work
4. Real estate automation
5. Thermal and plumbing work
6. Ventilation works
7. Ventilation cleaning, measurement and maintenance work
8. Construction sheet metal work
9. Iron construction works
10. Damage damage
11. Cooling equipment
12. Repair work of damp premises
13. Bituminous roofwork of buildings
14. Suction pressure truck jobs
In order of preference, between 2 and 5 contract vendors are selected for the subdivisions (see “Background of acquisition, framework arrangement” for a more detailed breakdown of the call for tender).
Structural engineering repair workThe tasks consist mainly of construction engineering maintenance, repair and renewal of buildings and their courtyard areas in the scope and schedule specified by the representative of the subscriber.
The supplier performing the tasks is required to know well the materials and appropriate working methods used to perform the work, quality standards related to the performance of the work and the regulatory regulations governing the performance of the work.
Some of the provisions covered by the Framework Agreement may be small, from an hour to a few days, construction engineering repair works and installations such as repairs related to the operation of individual building parts (e.g. doors, windows, solid furniture, gates, etc.). Tasks such as this are mainly performed by a single employee and in self-guidance as instructed by the subscriber.
At an hourly working rate offered, persons performing work at work sites are required to be construction professionals with the necessary permits and conditions to carry out work independently and variously.
The tenderer undertakes that the employees or subcontractors it provides to the destination have the qualifications required by Finnish law, regulations and regulations to carry out each work at the site. All employees must have a valid Occupational Safety Card, as well as a Fire Work Card, if required.
Repair work of damp premisesContracting suppliers covered by the Framework Agreement for Renovation of Damp Premises shall be obliged to carry out work related to the maintenance of buildings safely and using skilled labour. The time of carrying out work that disrupts the activity must be agreed with the representatives of the users in advance.
The contract supplier performing the tasks is required to know well the materials used to carry out the work, the appropriate working methods, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
Persons carrying out work are required to be construction professionals with the necessary permits and conditions to carry out work independently and varied.

Tasks such as this are mainly performed by a single employee and in self-guidance as instructed by the subscriber. Tasks should be carried out on a time frame specified by the subscriber's representative, which due to the nature of the tasks often requires a short response time from the provider.
Persons carrying out work are required to be construction professionals with permits and conditions to carry out work independently and varied. Professionals with basic skills, e.g. bituminous isolators, shall be included as meeting the above requirement. Employees must have a valid fire work permit as well as a rooftop work permit.
Suction pressure truck jobsThe tasks consist of maintenance related to the drainage, opening and flushing works of property sewers, wells and networks, as well as drainage and plumbing descriptions.
The supplier who performs the job and the employee are required to know well the materials and appropriate working methods used to carry out the work, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
At an hourly working rate offered, persons performing work at work sites are required to be professionals in the field with the necessary permits and conditions to carry out work independently and variously.
Apartment anesthesia (incl. painting and wallpapering work and small repair work))The acquisition relates to apartment submissions related to repair construction, such as painting and wallpapering work and small repair works (incl. large renovation projects) as hourly debit-based billing work within the scope and schedule specified by the subscriber's representative.
Works to be ordered are, as a rule, minor maintenance or contracting work on properties located in the Lappeenranta city area, with varying duration.
At an hourly working rate offered, persons carrying out work at work sites are required to be apartment granting professionals with the necessary permits and conditions to carry out work independently and versatile. All employees must have a valid Occupational Safety Card, as well as a Fire Work Card, if required.
The subscriber does not commit to any order or purchase amounts because the amount of future work is unknown in advance. Tasks are not identified. Orders are made as needed and within the scope of appropriations. The subscriber reserves the right in exceptional cases to compete, as a separate purchase, some specific individual larger items.
Iron construction worksContracting suppliers covered by the Framework Agreement for Construction of Buildings shall be obliged to carry out the iron construction work of buildings related to the maintenance of buildings safely and using skilled labor within the scope and time frame specified by the subscriber. Iron construction works include door repairs, small-scale steel construction work, e.g. railings and outdoor staircases, etc., iron construction works related to the property.
The contract supplier performing the tasks is required to know well the materials used to carry out the work, the appropriate working methods, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
At an hourly working rate offered, persons performing work at work sites are required to be construction professionals with the necessary permits and conditions to carry out work independently and variously.
Electrical installation workBuilding electrical works as hourly debit-based billing work in the scope and schedule specified by the representative of the subscriber.
All standards contained in Tukes Guide S10-2015, as well as national laws and regulations relating to electrical work, are complied with when conducting electrical works.
People carrying out work are required to be electrical professionals. Professionals with basic skills such as electricians, such as electricians, are included as meeting the above requirement.
All electrical installation work is carried out in accordance with the electrical occupational safety standard SFS-6002. All people doing electrical work must have a valid SFS-6002 electrical safety training and adequate first aid skills for an electrical accident.
In addition, the tenderer must have an electrical works manager with at least an S2 certificate of qualification, the undertaking must be registered in the Tukes Electrical Contractor Register. Electricians working independently employed by contractors must meet the eligibility requirements set out in the regulations (KTMp 516/199611§).
Building automation worksThe mandates covered by the Framework Agreement consist of maintenance and repair of real estate automation systems or parts thereof, as well as work on the renewal or construction of systems or parts thereof.
Orders related to the maintenance and repair of systems are completed and the procedures performed are recorded to the subscriber a report in the subscriber's Tampuuri system. The report shall indicate at least the following information: item information, the person performing the job, the time of the work, the adjusted systems and equipment, the equipment that controls them, the deficiencies and disadvantages identified, and repairs made and missed during the work.
In the event that the tenderer undertakes the task it receives finds that the repairs necessary for the functioning of the systems require measures beyond the original mandate, before taking action, a report should be forwarded to the subscriber without delay with the proposals for correction and ceiling price estimates. The proposal for repair shall indicate which equipment (operating, control, control room equipment, etc.) the proposal for repair concerns and which equipment will be presented for replacement.
The equipment marks covered by authorised maintenance are indicated on the tender form under the criteria for the item of Hankinnna.
Thermal and plumbing workThermal and plumbing work related to the maintenance of buildings in the scope and schedule determined by the representative of the subscriber.
The supplier who performs the job and the employee are required to know well the materials and appropriate working methods used to carry out the work, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
At an hourly working rate offered, persons performing work at work sites are required to be pipe subprofessionals (e.g. pipe installers) with the necessary permits and conditions to carry out work independently and versatile.
ventilation worksThe works consist mainly of installation and dismantling of ventilation systems in the scope and schedule specified by the representative of the subscriber. The contract supplier performing the tasks is required to know well the materials used to carry out the work, the appropriate working methods, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
Some of the mandates covered by the Framework Agreement may be small demolitions and installations lasting up to a few days. Tasks such as this are mainly performed by a single employee and in self-guidance as instructed by the subscriber.
At an hourly working rate offered, persons performing work at work sites are required to be ventilation professionals with permits and conditions to carry out work independently and variously, e.g. ventilation installer.
Cleaning, measuring, adjusting and maintenance of ventilationThe tasks consist mainly of cleaning, measuring, adjusting of ventilation systems and equipment in buildings, as well as maintenance work safely and using skilled labor.
The time of carrying out work that disrupts the activity must be agreed with the representatives of the users in advance.
The tasks covered by the Framework Agreement shall be carried out in the scope and schedule specified by the representative of the subscriber. The contract supplier performing the tasks is required to know well the materials used to carry out the work, appropriate working methods, to the result of the work
as well as the relevant quality requirements, the regulatory regulations governing the performance of the work.
Tasks are performed in self-control as instructed by the subscriber. Persons carrying out work are required to be ventilation professionals with permits and conditions to carry out the work. For example, professionals with basic professional skills with a professional degree in a licker, a master's degree or a professional degree in air conditioning systems cleaner.
Sheet metal constructionContracting suppliers covered by the Framework Agreement for Buildings shall be obliged to carry out the tin work of buildings related to the maintenance of buildings safely and using skilled labor within the scope and time frame specified by the subscriber.
The contract supplier performing the tasks is required to know well the materials used to carry out the work, the appropriate working methods, quality standards related to the performance of the work, and the regulatory regulations governing the performance of the work.
At an hourly working rate offered, persons carrying out work at work sites are required to be construction professionals with the necessary permits and conditions to carry out work independently and variously, e.g. a construction sheet smith or similar
Damage damageDamage damage works are work related to the condition of real estate and apartments, such as renovations related to water damage or fire, or indoor air aeration.
The contract supplier performing the tasks is required to know well the tools used to carry out the work, proper working methods, quality standards related to the performance of the work and the regulatory regulations governing the performance of the work.
At an hourly working rate offered, persons performing work at work sites are required to be professionals in the field with the necessary qualifications and permits.
It is good to note that in some situations the subscriber is obliged to use the restructuring company indicated by the insurance company.
Cooling equipmentCooling equipment works incorporate refrigeration services as hourly debit-based billing work within the scope and schedule specified by the subscriber representative.
The tenderer must be accepted into the Tukes cold sector register in a category of more than 3 kg (y3).
All work is carried out in accordance with the Cold Sector Regulation and other regulatory regulations. Persons carrying out the work are required to be cold industry professionals in accordance with the Tukes cold sector installers qualification table.
