'Electricity Distribution Networks West' EAD is conducting a negotiation procedure with a preliminary invitation for participation related to: 'Construction and installation works for reconstruction and new construction of overhead and cable low voltage networks with relocation of meter boards to property boundaries in the territory of Sofia City, managed by 'Electricity Distribution Networks West' EAD, Ref. No. RRS 26-066.
The subject of the public procurement is divided into four separate positions as follows:
Position No. 1: 'Construction and installation works for reconstruction and new construction of overhead and cable low voltage networks with relocation of meter boards to property boundaries in the territory of Sofia City - West Center (OC West)'
Position No. 2: 'Construction and installation works for reconstruction and new construction of overhead and cable low voltage networks with relocation of meter boards to property boundaries in the territory of Sofia City - East Center (OC East)'
Position No. 3: 'Construction and installation works for reconstruction and new construction of overhead and cable low voltage networks with relocation of meter boards to property boundaries in the territory of Sofia City - South Center (OC South)'
Position No. 4: 'Construction and installation works for reconstruction and new construction of overhead and cable low voltage networks with relocation of meter boards to property boundaries in the territory of Sofia City - North Center (OC North)'
Each candidate/participant may participate for all separate positions (one or more separate positions) related to the subject of the order. The contracting authority does not limit the number of separate positions that can be awarded to the same contractor.
The criterion for awarding this public procurement during the determination of the most economically advantageous offer is the 'lowest price'. Participants are ranked separately for each individual position. The position is awarded to the participant offering the lowest total price for executing the order.
The contract term for each separate position is 24 months (twenty-four) or until the maximum contract value is reached, whichever occurs first.
The category of constructions falling within each of the four separate positions under this public procurement is third, in accordance with Article 137, paragraph 1, item 3, letters b) and j) from the Law on Spatial Planning. Position No. 1 covers the territories of the following districts in the Sofia Municipality: Novi Iskar, Lyulin, Vazrazhdane, Vrubnitsa, Bankya, Ilinden, and Krasna Polyana.

The execution of the contract for each position depends on the technical readiness of the Contracting Authority to assign the execution. For assigning specific types of works, the Contracting Authority prepares an execution assignment document containing at least the following information: types of works and their quantity, execution period, price based on unit prices, and other information necessary for executing the types of works. The execution assignment document is signed by the Contracting Authority and the Contractor in the manner and procedure described in the project contract. The acceptance of completed work for each execution assignment document is executed with an acceptance protocol signed by both parties to the contract, in the manner and procedure described in the project contract.

Designated position No. 4 covers the territory and will be executed in the following districts of the Sofia Municipality: Serdika, Poduyane, Slatina, Kremikovtsi, Oborishte, and Nadezhda.

The group of constructions within the scope of the designated position of the present public procurement is third – constructions from the energy infrastructure, pursuant to art. 5, para. 1, item 3 of the Regulation on the procedure for registration and maintenance of the Central Professional Register of Builders (CPRBR).
The execution of the contract for each designated position will be carried out depending on the technical readiness of the Contracting Authority for assigning the execution. For the assignment of specific works, the Contracting Authority draws up a document for assigning the execution, containing at least the following information: types of works and their quantity, execution period, price based on unit prices and other information necessary for the execution of the types of works. The document for assigning the execution is signed by the Contracting Authority and the Contractor, in the order and manner described in the draft contract. The acceptance of the completed work on each document for assigning the execution is carried out with an acceptance certificate, signed by both parties to the contract, in the order and manner described in the draft contract.
