In order to meet the challenges of climate change, Fluvius formulated the ambition to turn the Mechelen site into an incubator.
On the one hand, there is the need to limit global warming by drastically reducing CO2 emissions (energy transition). On the other hand, there is a need to limit the consequences of global warming by adapting our built environment to the changing climate (adaptation).
For this (total) project, Fluvius wishes to conclude a framework agreement with an umbrella agency that will assist Fluvius in the realization of the various subprojects related to the site during the term, estimated at 8 years but possibly up to 10 - 15 years.
This office has both an overarching and a specific task in the various subprojects related to the realization of the site:
• on the one hand, a number of management tasks such as, if necessary, programme management, project management, cost management, permits, tenders, etc., as well as a supporting role in the overall development;
• on the other hand, the technical and architectural (where necessary) elaboration of a number of subprojects;
• in addition, this agency takes on an inspiring role in Fluvius' ambition to fulfil its exemplary role in the field of energy transition and climate adaptation in the fight against climate issues.
All this in collaboration with the contracting authority and, if necessary, with possible future other (external) parties.
