Description:
The Berlin Transport Company aims to implement a Depot Management System to digitalize and optimize processes at up to 15 depots, including vehicle allocation, charging management, and real-time tracking for up to 3,500 vehicles, along with comprehensive hardware and software support over a ten-year period.

The Berlin Transport Company (BVG) intends to gradually introduce a Depot Management System (BMS) to digitalize and optimize operational processes at new and existing depots. The goal is to fully represent and automate central processes such as vehicle and parking space allocation, charging infrastructure management, location tracking, workshop and service integration, as well as interfaces to subsystems (e.g., SAP, ITCS, LLMS). The scope of services includes:

Delivery, installation, commissioning, further development, and maintenance of a BMS including software and hardware (e.g., tracking systems, monitors, terminals) for at least two and up to fifteen depots.
Integration of all vehicle types (electric, diesel, hybrid, etc.) and charging points in the urban area.
Automated allocation and real-time tracking of up to 450 vehicles per depot, scalable to up to 3,500 vehicles in the total system.
Provision and connection of interfaces to existing systems (e.g., SAP S/4HANA, ITCS/RBL, fuel data collection, workshop management).
Implementation of requirements for data protection, IT security, accessibility (BITV/WCAG), sustainability, and compliance with all relevant standards and laws.
Training, documentation, support, and continuous further development of the system over a contract duration of at least ten years.

The BMS is intended to increase operational efficiency, support BVG's decarbonization strategy, and provide a blueprint for other depots.

Total quantity and total scope of services (including options) The subject of the award is the delivery, implementation, commissioning, maintenance, and further development of a BVG-wide Depot Management System (BMS) for depots, including all necessary software and hardware components as well as comprehensive services and installation or conversion of vehicle components.

Total quantity
At least 2 and up to 15 depots will be equipped with the BMS (new and existing depots).
Integration of up to 3,500 vehicles (electric, diesel, hybrid buses, etc.) into the system.
Automated allocation and tracking of up to 450 vehicles per depot.
Incorporation of at least 100 charging points in the urban area, expandable.
Delivery and installation of hardware: tracking components (indoor/outdoor), parking space indicators, departure and information monitors, terminals for operational staff, including accessories and spare parts.
Training for all user groups, including a multiplier model and E-learning platform.
Support and further development over a contract duration of 10 years.

Total scope of services
Software: delivery, adaptation, and further development of a modular, multi-tenant capable BMS with interfaces to SAP, ITCS/RBL, LLMS, workshop management, fuel data collection, personnel allocation, weather data, etc.
Hardware: delivery, installation, and commissioning of all required components (tracking systems, monitors, terminals, masts, foundations, etc.).
Services:
Project management, specification documentation, implementation, testing, acceptance, commissioning.
Training concepts, execution, and documentation.
Maintenance, upkeep, support (according to SLA).
Documentation and reporting.
Process analysis, change management, and adjustment.
Continuous further development (agile sprints, change requests).

Security and data protection concepts according to GDPR, BSI, EU AI Act, etc.
Accessibility according to BITV/WCAG.
Sustainability: energy-efficient hardware, recycling, availability of spare parts, environmental standards.

In summary:
The services include the complete digitalization and automation of all operational processes at up to 15 BVG depots, including the delivery, installation, and operation of all necessary software and hardware components, comprehensive services, support, and further development over 10 years - with numerous options for expansion and adjustment to future requirements.

For the implementation of a functioning overall system, hardware for existing and new BVG vehicles is to be provided. In total, hardware components for vehicles are to be delivered. For existing vehicles, the hardware components must be installed within the framework of a contracting service by the contractor. Installation of hardware in BVG vehicles requires corresponding certification by the BVG. The certification procedure is published in the EU's Official Journal under the designation: "Certification for the installation of IT components in buses and trams". For new vehicles of upcoming vehicle generations, installation can be done by the BVG or the manufacturer of the new vehicles. Maintenance, care, further development, and support will be commissioned for a maximum period of 10 years from the respective call-off of the required hardware and software for the operation of the depot management system.
