The Machinery Department Southwest at the Waterways and Shipping Authority Mosel-Saar-Lahn aims to electrify the vehicle fleet of the Federal Waterways and Shipping Administration ("WSV"). This requires taking over the operation of existing charging facilities at approximately 345 sites nationwide and establishing and operating additional charging facilities on a significantly larger scale. These charging facilities are primarily intended for the operational/service use of WSV electric vehicles; however, it is also possible for employees or visitors to use the charging facilities. The contracting authority therefore awards the following services in several lots: - Planning and construction of the upstream infrastructure (four regional lots), - Installation of charging facilities and operation of existing and new charging infrastructure (one nationwide lot). Coordination and communication between the contractors of the regional lots (Lot 1 - 4) and the contractor of the nationwide lot (Lot 5) are essential for the project’s success.

Planning and Construction of the Upstream Infrastructure (Lot 1).
Description: The subject of this lot is to provide planning services and to establish upstream infrastructure necessary for the installation, operation, and control of charging facilities, at the properties named in Annex 1: ("Properties") of the contracting authority. The contractor's services are divided into the following work packages: - Ensuring an overarching project management (Work Package 1), - Conducting kick-off meetings and creating a rollout plan (Work Package 2), - Conducting a status assessment (Work Package 3), - Creating a rough concept and conducting a site appointment to validate the rough concept for each property (Work Package 4), - Final planning of the upstream infrastructure (Work Package 5), - Construction of the upstream infrastructure (LIS) (Work Package 6) and - Handover, especially acceptance of the upstream infrastructure, and documentation (Work Package 7). The individual work packages are detailed in Annex 3 ("Functional Description for Planning and Construction"). Additionally, the contractor must designate a central contact person (project contact) no later than the kick-off meeting, who is responsible for all communication with the central contact designated by the contracting authority. The contractor submits a monthly report on project progress during the contract period; the progress report must be submitted to the contracting authority and the operator of the planned charging facilities selected by the contracting authority (Lot 5) by the end of each month.

Lot 5
Establishment and Operation of the Charging Facility (Lot 5).
The subject of this contract is the establishment and commissioning as well as the operation and power supply of charging facilities for electric vehicles and the operation of the upstream infrastructure at the properties named in Annex 1 ("Properties") of the contracting authority. Additionally, the contract subject includes the ongoing provision of progress reporting and the preliminary conduct of a kick-off meeting and creation of a rollout plan. Establishment: The contractor is obliged to install charging facilities at the properties of the contracting authority. The installation includes the assembly of the charging facilities as well as their connection to the electrical infrastructure and to the contractor's IT backend. The properties and the number of charging facilities are distributed across a total of four lots as follows: - Lot 1 (WSA 801, 802, 803, 804, and 813): Establishment of upstream charging infrastructure for approx. 481 charging points (LP) by June 30, 2029, in as evenly distributed annual shares as possible - Lot 2 (WSA 806, 808, 812, and 814): Establishment of upstream charging infrastructure for approx. 374 charging points (LP) by June 30, 2029, in as evenly distributed annual shares as possible - Lot 3 (WSA 807, 809, 810, and 811): Establishment of upstream charging infrastructure for approx. [451] charging points (LP) by June 30, 2029, in as evenly distributed annual shares as possible - Lot 4 (WSA 805, 815, 816, and 817): Establishment of upstream charging infrastructure for approx. [584] charging points (LP) by June 30, 2029, in as evenly distributed annual shares as possible. The contractor performs the installation of the charging facilities according to the specifications in the Functional Description for Establishment and Operation. The charging facilities must comply with the applicable legal requirements and the generally accepted rules of technology. After the installation of the charging facilities is completed, the contractor checks the operational capability of the charging facilities. The standard is that operation according to the contractual requirements is possible without restrictions. Ownership of the charging facilities transfers to the federal government at the latest upon commissioning. Operation: The contractor must ensure that the charging facilities are operated according to the applicable statutory and substatutory requirements and the generally accepted rules of technology. In particular, the charging facilities must operate with open interfaces and standard protocols during the contract period. The operator is also responsible for adequate maintenance and renewal of the charging facilities according to the state of the art; this particularly includes the obligation to eliminate malfunctions and damages to the charging facilities. The electricity required for the charging process and the electricity for surrounding facilities according to the contract must come from renewable energies (green electricity). This is fulfilled if the electricity supplier of the energy quantities required for the charging process redeems a guarantee of origin pursuant to § 3 No. 29 of the Renewable Energy Sources Act 2021 at the guarantee of origin register of the Federal Environment Agency. The operating requirements are specified in the Functional Description for Establishment and Operation.
