The subject of the contract is the execution and transfer to the Ordering Party:
1) design and cost estimate documentation, hereinafter referred to as the "Documentation", including renovation and reconstruction with thermo-modernization of the façade of a residential building located at 42 Krotoszyńska Street in Wrocław (Journal of Laws No. 87 AM-20, Osobowice precinct), along with the transfer of proprietary copyrights to the Documentation and obtaining the necessary arrangements, as well as approval of the project and obtaining the consent of the architectural and construction administration enabling the implementation of construction works - Stage I;
2) performing author's and dendrological supervision during the implementation of the project - Stage II.
The subject of the contract includes the preparation of complete design and cost estimate documentation based on the guidelines for the development of documentation constituting Annex 2 to the contract, and the performance of author's and dendrological supervision during the implementation of construction works.
The scope of performance of the subject of the contract includes in particular:
1) Making a field visit;
2) Obtaining a base map/map for design purposes;
3) Analysis of the local spatial development plan;
4) Analysis of the situation in terms of the requirements of the Construction Law and aspects related to the protection of monuments and establishing an administrative strategy in order to obtain all decisions and consents enabling the implementation of construction works on the basis of the Documentation;
5) Preparation of an opinion on the building in terms of the technical condition of external partitions along with moisture and determination of repair and drying methods;
6) Architectural and construction inventory of the façade of the building;
7) Application to the competent monument protection services in order to obtain guidelines on the method of thermal modernization of the façade, colors and obtaining a position on archaeological supervision during earthworks;
8) Development of a design concept containing proposals for the façade color design along with
with the replacement of windows and the method of insulation;
9) Compliance with the provisions of local law, including Ordinance No. 1217/19 of the Mayor of Wrocław of 28 June 2019 on the protection of trees and development of green areas, in particular in the design process, the following studies should be taken into account:
a) dendrological survey in terms of avoiding collision of the planned investment with existing trees and shrubs. The report in question should be prepared in accordance with the guidelines set out in Annex 1 to Ordinance No. 1217/19 of the Mayor of Wrocław of June 28, 2019, by persons with the qualifications specified in Annex 2 to the above ordinance;
b) a project for securing trees and tree roots in progress, in which a protection zone should be designated for trees (SOD) colliding with the investment area (minimum 1 meter from the crown projection range), use the "Information sheets for tree protection standards in Wrocław Investments" available on the www.zzm.wroc.pl website;
10) Presentation of the design concept and Documentation at further stages of implementation, for approval of the Ordering Party, at meetings of the team dealing with reconciliation of documentation in Wrocławskie Mieszkania Sp. z o.o.;
11) Development, submission of applications and obtaining arrangements with the conservator,
12) Development, submission of other applications and technical studies necessary for the implementation of the Documentation and the implementation of construction works on the basis of the Documentation made,
in particular, obtaining from the competent architectural and construction administration a certificate of no objection to the execution of construction works / final decision on building permit. The administrative strategy should be determined in consultation with the Ordering Party. It is permissible not to apply for a permit to the architectural and construction administration body, if the lack of such a necessity is justified by the Contractor based on the provisions of the Construction Law;
13) Preparation of Documentation in accordance with applicable law, including the Construction Law and the Public Procurement Law, in particular in accordance with the requirements set out in the Regulation of the Minister of Development and Technology of 20 December 2021 on the detailed scope and form of design documentation, technical specifications for the execution and acceptance of construction works and the functional and utility program
