The task offered includes the provision of emergency power to the Nyt Odense University Hospital (New OUH), including the design and establishment and the subsequent operation of a total DRUPS facility such as Public Private Cooperation (OPS) over a longer contract period.

The tender implies that there is a total supply of:

(a) the design and establishment of a total DRUPS Plant at the establishment stage

(b) Service (including renewals), management, operation and maintenance in a subsequent supply phase.

The 12.5 year contract period has been determined to ensure the contraction of plant and operation respectively and to provide incentive to optimize the long-term total economy of the project.

For the task is associated with an option, which includes the following:

- Purchase of 2 pcs. additional DUPS units (Option 1).

With this tender, Region Syddanmark wishes to offer a comprehensive solution, including the establishment of a DRUPS Plant and subsequent service, operation and maintenance thereof for use for the supply of emergency power to New OUH for a longer contract period.

The DRUPS Facility consists overall of a DROPS building with associated engineering and welfare facilities, and by extension a chimney. Further, the plant consists of new underground refueling plants. The OPS supplier is pursuing the establishment of the total DRUPS Installation, including DROPS building, chimney and underground refuelling and continuation of 10kV DROPS cables so that a connection between the DRUPS plant and the new switching station established by the 10kV supplier in a separate tendered project (DP43 — 10 kV infrastructure). Likewise, the OPS supplier establishes underground piping from tank plants onwards to Drups building. Finally, the OPS vendor establishes parking spaces and away areas associated with the DROPS building.

The DRUPS Plant is to be constructed in Nyt OUH's “Teknikby” on a construction site. The Drups building must be physically built together with the separately established switching station. The switching station is - as indicated - not part of the present tender.

The establishment of the DRUPS facility includes, in addition to its establishment, including planning, design, control, testing and documentation.

The tender also contains service (including renewals), operation and maintenance of the DRUPS Plant for a subsequent supply phase of 12.5 years, with the OPS supplier bearing responsibility for the facility (DRUPS Plant) throughout the supply phase.

Thus, Region Syddanmark wants an OPS supplier to ensure that, using a stable and reliable DRUPS Facility with associated operating centre, monitoring system and guard system, can ensure that during the contract period, emergency power can be provided at any time in the event of a current/voltage outcome and which at the same time has a readiness which ensures the possibility of immediate remediation. Likewise, Region Syddanmark wants an OPS supplier which, by means of preventive operation and maintenance, ensures a DRUPS facility with high reliability in accordance with functional and technical requirements.

For the same anniversary, DRUPS Plant is offered as a Public Private Cooperation (OPS) project by which the stage of establishment is publicly financed and by which Region Syddanmark makes a continuous payment of the construction sum during the construction phase (“Establishment Phase”). During the supply phase, Region Syddanmark further pays for the OPS supplier to carry out the ongoing service (including renewals) operation and maintenance of the DRUPS Plant and thus make available to Region Syddanmark working DROPS Plant. Impact shall be made in the current payment for service (including renewals) operation and maintenance of the DRUPS Plant if either the DRUPS Plant or the ongoing operating services do not meet the requirements described in the tender and the contract base.

The task is associated with a right of deferral which implies that Region Southern Denmark reserves the right to postpone the commissioning of the DRUPS Plant for up to 18 months after the delivery of the DROPS Plant.
