With the ESF federal programme "Education, Economy, Work in the Neighbourhood (BIWAQ)", the Federal Ministry of Housing, Urban Development and Construction (BMWSB) grants grants for projects that link labour market policy activities and approaches to strengthening the local economy with area-related integrated urban development. The agencies implementing the programme are the Federal Office of Administration (BVA) (BIWAQ IV) and the German Pension Insurance Knappschaft-Bahn-See (DRV-KBS) (BIWAQ V).

So far, the Federal Institute for Research on Building, Urban Affairs and Spatial Development (BBSR) has been commissioned with the scientific monitoring of BIWAQ and the activities of programme management. In the future, these tasks will be taken over by a government office. The core tasks include the technical advice of the projects in the expression of interest, the application and implementation of the projects, the implementation of the selection process, monitoring and public relations.
